Job Summary:
The Human Resources (HR) Manager serves as a strategic business partner to senior contract operations leadership and local management teams for a large government contract. This role provides guidance across the full spectrum of HR functions to ensure alignment between HR best practices and organizational objectives. The HR Manager collaborates with Shared Services departments to deliver effective, timely solutions and works closely with the Senior HR Manager and broader HR Operations group to lead and implement HR projects and initiatives at the National Visa Center in Portsmouth, New Hampshire.
All National Visa Center positions are onsite. In order to be considered you must live within 90 miles of the National Visa Center.
In this role you will:
- Partner with leadership to plan, implement, and manage HR strategies and project needs
- Collaborate with Shared Services (Compensation, Benefits, HRIS, Recruiting, Payroll, Compliance, HR Ops, Legal, Labor Relations) to execute HR operations
- Respond to employee questions and concerns regarding company policies and procedures
- Lead and continuously improve new-hire orientation and ensure onboarding compliance
- Provide managers with guidance on performance management, coaching, development, and employee relations to strengthen engagement and productivity
- Conduct objective employee relations investigations, assess risk, and recommend actions with the senior Human Resources management team
- Review and manage adverse employment actions and termination requests to ensure due process and policy/contract compliance; partner with Legal and Labor Relations as needed
- Partner with Operations and Labor Relations to support administration of collective bargaining agreements, including grievances and labor-management issues
- Manage leave processes and coordinate with Leave Administration; guide employees on requirements and documentation
- Make recommendations/determinations on FMLA, ADA, and PWFA requests in conjunction with Senior Director, HR Operations, Operations Management and Leave Administration
- Serve as a resource on compensation actions and assist in developing business cases for pay and incentive changes
- Coordinate with Operations and Shared Services to implement contract-driven compensation and benefit actions (e.g., annual CBA wage and H&W increases, Area Wage Determination adjustments, etc.)
- Assist with recruiting activities, job postings, outreach, interviewing, and skills testing when necessary
- Conduct exit interviews, ensure proper offboarding information is provided, and use insights to develop strategies that reduce turnover
- Support senior HR manager and corporate HR operations on assigned projects
Your Minimum Qualifications to be a Human Resources Manager:
- Bachelor’s degree in Human Resources management, sociology/psychology, organizational effectiveness, business administration, or related field, or equivalent experience
- Minimum 5 years of progressive HR experience as an HR Business Partner or HR Manager, preferably in government contracting
- Strong knowledge of federal and state labor laws
- Ability to work effectively in a dynamic environment with ambiguity and shifting priorities
- Demonstrated experience supporting diverse employee populations, including large and complex workforce environments
- Strong proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint, OneNote, Teams)
- Excellent English language verbal and written communication skills
- Proven ability to work both collaboratively and independently
- Analytical skills and attention to detail to successfully analyze and evaluate trends, and disseminate information to a wide audience
- Customer service-oriented attitude
- Full U.S. citizenship required; must be able to obtain and maintain a SECRET-level federal security clearance
- Must successfully complete a pre-employment background check (credit and criminal)
