What You’ll Do

You'll bridge business stakeholders and technical delivery teams across data, analytics, reporting, and operational initiatives, in two connected areas: portfolio and business operations support, and data governance support.

• Support the planning, implementation, monitoring, documentation, and continuous improvement of grant-related data, analytics, reporting, business operations, and data-governance initiatives.
• Define and document business needs, project scope, deliverables, dependencies, milestones, risks, assumptions, and measures of success with leadership, program areas, technical teams, and grant stakeholders.
• Support intake, scope definition, requirements documentation, work planning, Azure DevOps tracking, status reporting, and risk and issue management.
• Maintain accurate, timely, and auditable project records, including requirements, work items, decisions, action items, status reports, risks, issues, changes, and supporting documentation.
• Support development of materials needed for grant management, leadership updates, stakeholder communications, implementation monitoring, and performance reporting.
• Identify dependencies and risks that could affect timelines, data availability, reporting readiness, project outcomes, or grant deliverables; document and escalate issues through established governance channels.
• Lead or support end-to-end data mapping for priority data assets, including documentation of entities and fields from source systems through staging, curated, reporting, and analytic layers, as applicable.
• Document business definitions, reference and code sets, business rules, transformation logic, reporting calculations, and data dependencies — and coordinate with data owners, stewards, subject-matter experts, engineers, and vendors to resolve data-definition conflicts and obtain documented decisions.
• Support development and maintenance of metadata, business glossary entries, lineage records, data dictionaries, mapping inventories, and stewardship or ownership assignments; assist with documenting and monitoring data-quality rules, thresholds, exceptions, remediation activities, and resolution status.
• Develop governance scorecards and progress reporting, which may include mapping completeness, lineage coverage, glossary completeness, unresolved data-definition issues, data-quality issue severity, and time to resolution.

• A bachelor's degree in Information Technology, Computer Science, Public Health, Epidemiology, Statistics, Analytics, Programming, Business or related field; or equivalent experience.
• 2+ years of relevant business analyst and/or project management experience.
• Experience in gathering and documenting business and technical requirements and use cases.
• Experience with participating in and facilitating joint requirements gathering sessions.
• Ability to support grant-funded initiatives by maintaining organized, accurate, and timely project documentation; tracking deliverables and dependencies; communicating status and risks; and working within defined program, fiscal, reporting, and compliance expectations.
• Experience with program documentation and compliance tracking, and with cross-functional and multi-stakeholder coordination.
• Demonstrated ability to quickly adapt and use novel tools, as needed.
• Exceptional analytics, conceptual, and problem-solving abilities, and exceptional communication skills, both oral and written.
• Excellent change management and relationship management skills, and the ability to be a bridge between business and IT.
• Ability to work in a team environment with multiple and fluid demands, and to maintain effective and professional working relationships with internal and external stakeholders.
• Proficiency with Outlook, Word, Excel, and PowerPoint in a professional setting.

Bonus Experience

• Familiarity with Informatica platforms including Enterprise Data Catalog.
• Experience with data lineage tools and methods, and with data mapping, lineage, and metadata documentation.
• Understanding of the data analysis life cycle and its application in a business setting.
• Experience in leading workshops or training sessions with a user community.
• Experience supporting federally funded, grant-funded, or other externally funded initiatives with defined deliverables, reporting requirements, implementation timelines, and accountability expectations.
• Familiarity with grant-funded project documentation, implementation tracking, outcomes reporting, sustainability planning, or audit-ready records.
• Experience supporting rural health, public health, healthcare access, health equity, health systems, community health, or related initiatives.
• Experience supporting cross-agency, cross-sector, vendor-supported, or multi-stakeholder initiatives.
• Working knowledge of how to implement and grow adoption of business applications.
