Family-Directed Services Program Manager
The Family-Directed Services (FDS) Program Manager plays a vital role in supporting individuals and families by coordinating services, managing budgets, ensuring regulatory compliance, and promoting quality outcomes. This position evaluates service needs, develops individualized service plans and budgets, and oversees the implementation of services to ensure participants receive the support necessary to live fulfilling and independent lives.
The FDS Program Manager serves as a resource to families, participants, staff, and community partners, providing guidance on program requirements while ensuring services align with participant goals, needs, and applicable regulations. This role also supports the recruitment, development, and oversight of direct support staff, professionals, and personal care specialists to maintain high-quality service delivery and continuous program improvement.
PAY: $23/hr.
Essential Responsibilities
- Assess participant needs and determine appropriate service levels and supports.
- Develop, monitor, and adjust service budgets to ensure participant needs are met within funding guidelines.
- Maintain accurate participant records, certifications, authorizations, and supporting documentation.
- Prepare and submit certification and prior authorization packets to ensure uninterrupted eligibility and funding.
- Track certification and renewal deadlines for participants utilizing Participant Directed and Managed Services (PDMS) and Personal Care Services (PCS).
- Facilitate payment processes and troubleshoot service-related issues as needed.
- Communicate regularly with participants, families, and team members regarding service changes, funding updates, and program requirements.
- Review, generate, and monitor contracts and service agreements.
Compliance & Financial Oversight
- Maintain thorough knowledge of Bureau of Developmental Services (BDS) regulations and applicable He-M rules.
- Ensure services, budgets, and documentation comply with all federal, state, and agency requirements.
- Monitor participant budgets, amendments, and funding caps to ensure proper utilization of resources.
- Assist with Medicaid billing, reconciliation, and financial tracking activities.
- Support quality assurance initiatives and maintain budget tracking systems to ensure accuracy and efficiency.
Family & Community Support
- Participate in transition planning meetings and provide information to support families preparing for adult services.
- Develop service proposals and budget recommendations that align with participant goals and needs.
- Collaborate with community partners and service providers to identify resources and enhance service delivery.
Staff Leadership & Development
- Support participants and family managers with hiring, onboarding, and supervising staff.
- Serve as a liaison between Human Resources, participants, families, and direct support staff.
- Identify staff development needs and coordinate required and supplemental training opportunities.
- Provide on-site and off-site coaching, support, and supervision to staff as needed.
- Evaluate staffing needs and implement solutions that promote quality services and positive outcomes.

Education & Experience
- Bachelor’s degree in Human Services, Social Work, Psychology, or a related field preferred.
- Combination of post-secondary education and at least two years of related experience may be considered.
- Equivalent experience supporting individuals with disabilities, behavioral health, or clinical populations may be considered in place of a degree.
- Experience managing budgets, coordinating services, or supporting community-based programs preferred.
- Experience building community partnerships and resource networks.
- Proficiency with Microsoft Office and database systems.
Requirements
- Valid driver's license and reliable transportation.
- Automobile liability insurance meeting agency requirements ($100,000/$300,000).
