Description


The Senior Financial Analyst will provide financial examination and regulatory compliance support for Kingstonville's work supporting the U.S. Small Business Administration (SBA), Office of Investment and Innovation (OII), Small Business Investment Company (SBIC) Examinations and Related Services. The position primarily performs expert examiner functions, including quality control. When required this position may cover contract examination functions and expert training requirements. This position is primarily remote, with occasional travel for examinations, meetings, training, or special projects, including attendance at SBA Headquarters in Washington, DC, as required. This position will report to the contract’s Project Manager and may be assigned to support other Kingstonville clients and projects as required. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plan, lead, and perform leveraged, non-leveraged, limited-activity, special-purpose, and other SBIC examinations from pre-examination planning through completion, serving as a Contract Examiner, Expert Examiner, or examiner-in-charge, as assigned.
  • Analyze complex financial transactions, organizational and capital structures, financial statements, investment portfolios, and related financial and operational information to assess financial condition, risk, and compliance with applicable SBA requirements.
  • Evaluate internal controls, portfolio assets, investment activities, and valuation practices, including the reasonableness of valuations, methodologies, assumptions, and supporting documentation.
  • Design and execute examination tests and procedures; apply accounting and auditing principles and professional judgment to identify, evaluate, and document examination findings and conclusions.
  • Conduct management interviews, entrance and exit conferences, and other examination-related meetings to obtain information, communicate examination objectives and observations, and address findings and follow-up matters.
  • Prepare examination reports, workpapers, analyses, and supporting documentation that clearly and accurately communicate examination procedures, findings, conclusions, and supporting evidence.
  • Perform quality control reviews of examination reports and workpapers for accuracy, completeness, consistency, evidentiary support, and compliance with applicable examination and reporting standards; identify and facilitate correction of deficiencies prior to submission.
  • Provide senior-level technical guidance and oversight to examination teams, including reviewing examiner work, resolving complex examination issues, and promoting consistent application of examination methodologies and standards.
  • Serve as an Expert Trainer by developing and delivering technical training, coaching, mentoring, and on-the-job instruction and supporting development of examination procedures, training materials, job aids, and other examiner resources.
  • Coordinate with Kingstonville, SBA personnel, subject matter experts, and examination team members to complete assigned examinations and deliverables within established schedules, quality standards, contractual requirements, and applicable confidentiality, information-security, and conflict-of-interest requirements.


Requirements

QUALIFICATIONS

  • MBA or BS/BA in Business Administration with a minimum of 24 credit hours in business, including 12 credit hours in accounting.
  • Minimum of five (5) years of relevant experience as an SBIC examiner, FDIC examiner, Comptroller of the Currency examiner, SBIC financial analyst, public accountant or auditor, or other similar experience.
  • At least one (1) year of the required relevant experience must have been obtained within the last five (5) years.
  • Extensive experience analyzing complex financial transactions and determining compliance with regulations pertaining to banking, investment, or other financial institutions.
  • Extensive experience reviewing complex organizational and capital structures, operating procedures, policies, and internal controls over large portfolio assets.
  • Experience as a team leader designing examination tests, procedures, and methods for financial or regulatory compliance examinations.
  • Experience as a team leader reviewing analytical work, computations, and evaluations of other team members during financial or compliance examinations.
  • Extensive experience applying accounting or auditing principles, practices, and techniques involving financial transactions and guiding others in their application.
  • Experience writing examination reports as an examiner of SBICs, FDIC, Office of the Comptroller of the Currency, Federal Reserve, another U.S. Government regulator of financial institutions, or equivalent experience.
  • Knowledge of regulations governing the SBA SBIC Program is highly preferred. Must be able to pass the required SBA background investigation and comply with applicable confidentiality and conflict-of-interest requirements.
