Compensation $120,000.00 - 140,000.00 Annually + bonus


Job Summary

Leads environmental compliance activities for Terra-Gen and supports project financing activities from pre-construction through operations. Supervises the Environmental Compliance Specialist, Environmental Compliance Technicians, and Avian Field Supervisor, providing clear direction and support to maintain compliance with environmental permits, plans, reporting obligations, financing requirements, and recordkeeping standards. The position requires regular field engagement and coordination with Development, Construction, Operations, EHS, Finance, Legal, consultants, financing parties, and regulatory agencies.


Essential Functions

  • Supervises the Environmental Compliance team and the Avian Field Supervisor; establishes expectations, assigns work, balances field coverage, provides coaching and development, and manages performance in accordance with company policies, incentive plans, and strategic initiatives.
  • Directs environmental compliance support for pre-construction, construction and operating facilities, including inspections, permit and plan requirements, reporting deadlines, corrective actions, field documentation, and project financing requests.
  • Provides field-based compliance support and guidance to Construction and Operations personnel and verifies that field activities are conducted in accordance with applicable environmental permits, plans, commitments, and regulatory requirements.
  • Oversees implementation of environmental compliance programs addressing air quality, hazardous materials, hazardous and universal waste, water quality including stormwater, spill prevention, wildlife, and other applicable requirements.
  • Reviews inspection results, field observations, compliance records, reports, and regulatory submissions prepared by team members; confirms that issues are appropriately documented, assigned, tracked, corrected, and escalated.
  • Coordinates the response as requested to environmental non-compliance incidents, agency inspections, notices, and other compliance concerns in partnership with site leadership, EHS, Legal, and outside specialists, as appropriate. Maintains the environmental and non-compliance incident logs and supporting records, tracks corrective actions, and supports timely closure and reporting.
  • Provides oversight and support to the Avian Field Supervisor for avian monitoring operations, staffing, protocols, client coordination, reporting, equipment, and field coverage.
  • Coordinates environmental consultants and technical service providers supporting construction, operations, inspections, sampling, reporting, and corrective actions.
  • Maintains a current inventory of active environmental permits and associated compliance obligations for supported construction and operating facilities, including permit conditions, reporting deadlines, inspection requirements, training obligations, corrective actions, and required records.
  • Leads the development and delivery of environmental compliance training, field procedures, checklists, and practical tools for employees.
  • Participates in regulatory agency meetings and inspections and supports the preparation of accurate and timely responses and work products. Reviews environmental permits and related compliance requirements to support effective field implementation and escalation of material concerns.
  • Identifies recurring or material compliance risks and recommends practical corrective and preventive actions to the Director, HSEC and applicable business leaders.
  • Supports project financing activities from pre-construction through operations by organizing and providing environmental permit and compliance information, responding to environmental due diligence requests, and reviewing environmental permit memoranda, environmental opinions, and credit agreement provisions relating to environmental permits and compliance in coordination with Finance, Legal, project teams, and outside advisors.
  • Maintains organized, complete, and readily retrievable environmental permit, compliance, incident, corrective-action, and environmental related project financing records in accordance with established recordkeeping requirements.
  • Supports annual planning, consultant forecasting, equipment and supply needs, and budget development for the Environmental Compliance team.
  • Demonstrates safe work practices and promotes a culture of environmental compliance consistent with company policies, including the Code of Ethics and Employee Handbook.
  • Performs other duties as assigned.
Requirements

Qualifications

  • Bachelor's degree in environmental science, biology, natural resources, engineering, or a related field required, or an equivalent combination of education and experience.
  • Minimum 7 years of progressively responsible experience in environmental compliance experience supporting industrial, construction, energy, or comparable field operations required.
  • Prior experience supervising teams and coordinating work across multiple field locations or projects required.
  • Working knowledge of federal, state, and local environmental requirements applicable to air quality, hazardous materials, waste, water quality, stormwater, spill prevention, wildlife, and facility permits.
  • Experience conducting field inspections, reviewing compliance documentation, tracking corrective actions, and supporting regulatory reporting and agency inspections.
  • Demonstrated ability to provide field direction, manage competing priorities, exercise sound judgment, and recognize when an issue requires escalation.
  • Experience coordinating consultants, contractors, and technical service providers.
  • Experience reviewing environmental permits and translating permit conditions and compliance obligations into field requirements.
  • Experience maintaining permit inventories, compliance calendars, environmental and non-compliance incident records, corrective-action tracking, and supporting documentation.
  • Experience supporting environmental due diligence or project financing activities, including the review of environmental permit summaries or memoranda, environmental permit opinions, or financing agreement provisions related to environmental permits and compliance.

  • Applies permit, plan, inspection, reporting, and recordkeeping requirements effectively in field settings.
  • Evaluates compliance concerns, coordinates appropriate investigation and corrective actions, and escalates material or sensitive matters in a timely manner.
  • Communicates clearly and works effectively with Construction, Operations, EHS, Finance, Legal, consultants, agencies, clients, and field employees.

Other

Regular onsite and field work is required. Travel to corporate offices and construction and operating facilities, including overnight travel, is required. Work schedules may vary based on inspections, incidents, construction activity, operational needs, and field conditions.


Driving Required: Ability to drive vehicles on Company business and meet Company’s established Driving Criteria, including maintaining a valid driver’s license and acceptable driving record.

The posted compensation is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California. This salary range may also be modified in the future, depending upon skills, experience, education, and geographical location.
