Senior Automated Information Systems Analyst - Naval Air Force Reserve
Description

The Senior Automated Information Systems Analyst will provide senior-level technical support for the Naval Aviation Logistics Command Management Information System in a Virtual Environment. This role supports Commander Naval Air Force Reserve Code N41 Aviation Logistics Directorate by providing NALCOMIS IT support for system management, operations, administration, maintenance, training, database integrity, cybersecurity compliance, and technical support across multiple Navy Reserve aviation logistics locations.


The Senior AIS Analyst will function as a NALCOMIS Systems Administrator and Database Administrator supporting NALCOMIS OOMA, NALCOMIS OIMA, and NTCSS Virtual Environment systems. The position is responsible for maintaining system availability, managing user accounts and privileges, monitoring system security, performing backups and recovery, supporting software loads and vulnerability compliance, troubleshooting customer issues, maintaining database integrity, supporting system interfaces, and preparing recurring technical reports and deliverables.


The ideal candidate will have extensive experience with NALCOMIS, NTCSS, OOMA, OIMA, Navy aviation maintenance administration, systems administration, database administration, information assurance, and DoD/Navy logistics information systems.


Key Responsibilities

NALCOMIS and NTCSS Systems Administration

  • Perform systems administration duties for the NTCSS Virtual Environment and hosted virtual machines.
  • Manage and administer NALCOMIS OOMA and NALCOMIS OIMA within the virtual environment.
  • Support NTCSS servers, RSUPMAST servers, NALCOMIS Slave to RSUPMAST servers, OOMA servers, and OIMA/OOMA virtual machine servers.
  • Ensure NALCOMIS systems are properly managed, operated, maintained, secured, and supported.
  • Follow applicable System Administrator Guides, technical manuals, directives, and local Standard Operating Procedures.
  • Maintain system configuration awareness and track system changes, issues, and operational status.
  • Support all CNAFR Aviation Support Departments, Fleet Readiness Centers, and squadrons identified under the requirement.

Account Administration and Access Control

  • Create, maintain, and delete system administrator and end-user accounts.
  • Assign system administrator accounts to appropriate administrator groups.
  • Create and assign temporary passwords for system administrators and end users.
  • Perform password maintenance in accordance with server operating system rules, DISA requirements, and applicable Navy cybersecurity policy.
  • Coordinate password synchronization with Squadron OOMA System Administrators and NAS-1 systems.
  • Conduct monthly reviews of accounts, privileges, and audit files.
  • Back up audit files weekly and ensure required retention is maintained.
  • Provide monthly reports documenting account reviews, privilege reviews, audit file reviews, findings, and corrective actions.

System Security and Information Assurance

  • Provide appropriate controls to ensure system security and role-based user access.
  • Enforce information assurance security procedures across supported NALCOMIS, OOMA, OIMA, and NTCSS systems.
  • Support compliance with Program of Record baseline updates, Information Assurance Vulnerability Alerts, Technical Advisories, and Data Alignment Program requirements.
  • Monitor anti-virus, Host Based Security System point products, AV versions, signature files, and cyber posture for hosted virtual machines.
  • Coordinate and prepare production virtual machine servers for ACAS scans.
  • Ensure ACAS scan results are uploaded to Vulnerability Remediation Asset Manager and support mitigation of site-owned vulnerabilities.
  • Report IAVA compliance and mitigation plan status through applicable compliance reporting systems.
  • Comply with DoD and Navy cybersecurity requirements, including DoD 8570.01-M, DoDI 8140.03, IAT Level II requirements, annual IA training, SAAR-N, privileged access agreements, OPSEC, CAC, and CUI handling requirements.

Backups, Recovery and Continuity

  • Monitor, manage, and perform daily, weekly, monthly, and yearly NTCSS backups using Veeam Backup and Replication.
  • Perform daily backups of OOMA servers and weekly Veeam backups and full system backups of OIMA/OOMA virtual machine servers.
  • Verify backup data and system files.
  • Maintain backup copies on external storage devices and coordinate off-site storage as required.
  • Coordinate and execute system recovery processes in accordance with System Administrator Guides.
  • Support local contingency Standard Operating Procedures for supported sites.
  • Provide required contingency SOP updates within contract reporting timelines.

Baseline Software Loads, Scans and Software Upgrades

  • Provide technical hardware and software support for OOMA systems.
  • Troubleshoot, monitor, and support preventive and corrective maintenance activities.
  • Verify quarterly that the NTCSS Virtual Environment and hosted production virtual machines are updated with the latest Program of Record baseline software load.
  • Monitor and update anti-virus software, AV signatures, and related endpoint protection requirements.
  • Verify monthly that the NTCSS Virtual Environment and hosted NTCSS virtual machines have the latest IAVAs and DAPs installed.
  • Use Navy-approved resources to verify, obtain, and download updated software versions, vulnerability updates, and compliance requirements.
  • Provide monthly reporting on baseline software loads, scans, software upgrades, current versions, new versions, download status, and installation status.

Interfaces, Connectivity and Database Integrity

  • Operate, maintain, and monitor interfaces between NALCOMIS Intermediate Maintenance Activity systems, Mid-Tier servers, O&I servers, Squadron OOMA servers, RSUPMAST servers, and Enterprise Resource Planning servers.
  • Monitor inter-system connectivity, system interfaces, system logs, and database logs.
  • Process batch programs and scripts as required.
  • Provide operational status to supervisors and functional managers.
  • Support item transfer, OMA/IMA interface, replication, DECKPLATE, and other automated information system issues.
  • Provide remote and on-call systems administration support to ensure NALCOMIS system database integrity and validity.
  • Provide monthly status reports on NALCOMIS database integrity and validity.

System Availability, Downtime and Inventory

  • Monitor server logs and maintain 24/7 system availability for supported NALCOMIS-OIMA, NALCOMIS-OOMA, and NALCOMIS-ERP interfaces.
  • Support the required 99 percent uptime standard.
  • Remain available within two hours during non-duty hours when reported system outages occur.
  • Coordinate and schedule system non-availability periods for aircraft transfers, detachment setups, maintenance windows, and other operational needs.
  • Notify users, COR, TYCOM, Wing, FRC representatives, ASD Deputies, and Squadron System Administrators before scheduled downtime.
  • Establish and maintain System Administrator logbooks documenting system changes, downtime, hardware or software failures, database saves, issues, and corrective actions.
  • Maintain accurate inventory of assigned NTCSS Virtual Environment and NALCOMIS hardware.
  • Provide required inventory and operational status reports.

Customer and Technical Support

  • Function as the remote NTCSS Systems Administrator and operator.
  • Provide end-user support to Navy Reserve personnel, transitioning squadrons, and associated commands.
  • Support OIMA/OOMA users with remote desktop access, connectivity, interfaces, user accounts, and system access issues.
  • Diagnose and resolve customer-reported incidents.
  • Submit trouble call reports through the applicable ITSM process when issues cannot be resolved locally.
  • Identify and submit NALCOMIS Trouble Reports and Change Proposals in accordance with applicable directives.
  • Coordinate hardware and software requirements with Squadron OOMA System Administrators and Database Administrators.
  • Support squadron deployment preparation, Homeguard OOMA virtual machine upload/download, and reconnection with NGEN/NMCI.
  • Assist supported squadrons with detachment system preparation as needed.
  • Coordinate and schedule required equipment installations and removals at supported sites.

Training and Knowledge Transfer

  • Provide informal training and on-the-job training to Organizational and Intermediate level maintenance personnel.
  • Train and support Database Administrators and System Administrators on NALCOMIS operations.
  • Provide guidance on Microsoft information systems, security procedures, aviation maintenance documentation, and material management documentation.
  • Support knowledge transfer related to NALCOMIS operations, account management, system administration, database administration, cybersecurity procedures, and operational processes.

Reporting and Deliverables

  • Prepare recurring technical reports and deliverables in contractor format approved by the COR.
  • Support Monthly Contract Status Report preparation by documenting accomplishments, significant actions, task performance, deliverables, issues, corrective actions, and projected accomplishments.
  • Provide required reports related to contingency SOPs, baseline loads, scans, software upgrades, accounts and privileges, audit files, scheduled downtime, System Administrator logbook history, inventory, and NALCOMIS database validity and integrity.
  • Attend meetings, briefings, and conferences affecting PWS functions and provide technical input as required.
  • Ensure technical products and deliverables are complete, accurate, clear, timely, and aligned with PWS requirements.
Requirements
  • U.S. citizenship required.
  • Active DoD Secret clearance required.
  • Current background investigation meeting applicable Tier 3/Tier 5 requirements.
  • IAT Level II certification required in accordance with DoD 8570.01-M and DoDI 8140.03 for System Administrator duties.
  • Ability to complete and maintain required SAAR-N, CAC, privileged access agreement, annual IA training, OPSEC training, and other Navy access requirements.
  • 10 years of general experience in the information technology, information systems, or computer field.
  • At least 6 years of specialized experience as a systems administrator or network administrator.
  • Experience working with local area networks, telecommunications, standard desktop hardware, and standard desktop software configurations.
  • Experience with Windows operating system environments and Microsoft Office Professional applications.
  • Senior-level technical expertise equivalent to military E-6 paygrade or above.
  • Minimum of 10 years of experience in aviation maintenance administration, including O-level and I-level NALCOMIS, OOMA, or OIMA configurations.
  • Experience as both a NALCOMIS Database Administrator and NALCOMIS Systems Administrator.
  • Ability to read, write, speak, and understand English.
  • Ability to lift up to 50 pounds as required.
