Position Summary
This is a hands-on supervisory position responsible for directing custodial operations, assigning and inspecting work, maintaining cleanliness and sanitation standards, supervising personnel, managing supplies and equipment, coordinating grounds support, and maintaining required documentation under a federal facilities contract. The successful candidate will be able to understand contract requirements and translate them into clear daily, weekly, periodic, and project-work assignments while maintaining a professional environment appropriate for an occupied federal courthouse and post office.
Key Responsibilities
- Read, understand, implement, and comply with applicable contract custodial requirements, cleaning schedules, quality standards, security procedures, safety requirements, and Government instructions.
- Plan, assign, coordinate, inspect, and document custodial work, including:
- General cleaning and sanitation
- Restroom cleaning and servicing
- Trash and recycling removal
- Restocking of supplies
- Floor care
- Public-area cleaning
- Courtroom and office cleaning
- Entrance and exterior-area care
- Periodic and project cleaning
- Supervise one full-time Custodian and one part-time Custodian/Grounds employee under the Government's baseline staffing model.
- Coordinate employee absences, leave, relief coverage, and workload priorities with the Project Manager.
- Train employees on approved cleaning methods, materials, tools, equipment, chemical dilution and use, Safety Data Sheets (SDS), PPE, bloodborne-pathogen precautions, hazard communication, and site-specific procedures.
- Inspect completed work and occupied areas, identify deficiencies, direct corrective action, document findings, and verify that deficiencies have been properly corrected.
- Maintain custodial schedules, inspection records, attendance records, training records, supply usage, chemical inventories, equipment condition records, recycling and waste documentation, pest-control observations, and other required records.
- Maintain adequate inventories of environmentally preferable cleaning products, paper products, liners, soaps, tools, and equipment while minimizing waste and preventing stockouts.
- Ensure cleaning chemicals are properly labeled, stored, mixed, used, and disposed of in accordance with manufacturer instructions, safety requirements, and contract requirements.
- Coordinate custodial operations around court proceedings, tenant schedules, public traffic, security restrictions, postal activities, and special events to minimize disruption.
- Identify and report maintenance, pest, plumbing, lighting, safety, security, and building-condition deficiencies observed during custodial inspections.
- Coordinate early-morning grounds activities performed by the part-time Custodian/Grounds employee and verify that entrances, sidewalks, walkways, and public approaches are clean and presentable.
- Enforce professional appearance, identification, conduct, attendance, and security requirements for assigned personnel.
- Participate in Government inspections, AFS quality-control inspections, safety meetings, training, transition activities, and emergency or special-cleaning response as required.
- Perform custodial duties as necessary to maintain service continuity, address staffing shortages, or respond to urgent conditions.
Required Qualifications
- Experience as a Custodial Supervisor, Lead Custodian, or substantially equivalent supervisory/lead custodial role.
- Knowledge of commercial or institutional custodial methods, materials, chemicals, tools, and equipment, including floor-care equipment and procedures.
- Ability to assign, supervise, inspect, and evaluate custodial work; train employees; maintain records; and address performance deficiencies.
- Ability to read and understand contract requirements, cleaning schedules, product labels, Safety Data Sheets, equipment instructions, safety procedures, and written Government direction.
- Knowledge of occupational hazards and safety precautions applicable to custodial operations, including chemical handling, bloodborne pathogens, slips/trips/falls, PPE, and powered cleaning equipment.
- Ability to complete required custodial supervisory training and obtain the Advanced Custodial Technician Certification within 90 days after contract start, if not already certified.
- Strong written and verbal communication skills sufficient to supervise employees, communicate with the Project Manager and Government personnel, and complete required reports and records.
- Ability to obtain and maintain required Government suitability approval, Personal Identity Verification (PIV) credentials, building access, and any required background investigation.
- Ability to work the required on-site schedule and adjust working hours when necessary for periodic work, special events, emergencies, or uninterrupted courthouse operations.
- Ability to perform the essential functions of the position, with or without reasonable accommodation, including regular standing and walking; bending, reaching, stooping, and stair use; operation of commercial cleaning equipment; and handling supplies and waste in occupied interior and exterior areas.
Required Post-Start Training
- CMI Custodial Supervisor Training / Advanced Custodial Technician Certification within 90 days after contract start, unless already completed and accepted.
- Asbestos Awareness Training within 60 calendar days after beginning work on the contract.
- Lead Awareness Training within the contract-required timeframe.
- NCMMS or other Government system training during transition and within 30 calendar days when the position is assigned applicable system responsibilities.
- AFS and site-specific orientation covering safety, security, emergency procedures, quality control, hazard communication, bloodborne pathogens, PPE, environmentally preferable products, recycling/waste procedures, and contract requirements.
Preferred Qualifications
- Three or more years of custodial supervisory experience in an occupied courthouse, federal building, post office, healthcare facility, educational institution, institutional facility, or other high-traffic commercial environment.
- Current CMI Custodial Supervisor, Advanced Custodial Technician, OSHA 10/30, bloodborne-pathogen, floor-care, or comparable custodial/safety certification.
- Experience supervising union employees and working under a collective bargaining agreement.
- Experience with green-cleaning programs and environmentally preferable products.
- Experience with recycling and solid-waste reporting.
- Experience with pest-observation reporting and contractor quality-control inspections.
- Basic computer skills, including email, electronic timekeeping, spreadsheets, work orders, and inspection/reporting systems.
