Public Counsel organizes its work through seven legal teams: Child, Youth & Family Advocacy, Community Development, Consumer Rights & Economic Justice, Homelessness Prevention, Immigrants’ Rights, Education Equity, and our impact litigation team, Opportunity Under Law.

ABOUT DATA, SYSTEMS & INNOVATION
The Data, Systems & Innovation team is an emerging team that strengthens how Public Counsel manages and uses data and technology. Combining strategic leadership with hands-on support, it oversees data governance, quality, privacy, and reporting; manages LegalServer and related systems; and leads systems development, integration, automation, and process improvement. The team provides staff training and user support while exploring responsible use of emerging technologies, including artificial intelligence. By partnering across teams, it supports grant compliance, informed decision-making, and effective service delivery to advance Public Counsel’s access-to-justice mission.
JOB SUMMARY
Reporting to the Director of Data, Systems & Innovation, the Data & Systems Specialist will play a key role in ensuring the accuracy, reliability, security, and effective use of organizational data and systems that support legal services, advocacy, compliance, grant reporting, and operational effectiveness. The position will have the following responsibilities:
Data Quality & Information Management
- Perform routine data quality reviews and audits to identify incomplete, inaccurate, duplicate, or inconsistent records
- Support data cleanup, validation, and standardization initiatives across organizational systems
- Assist with implementing and maintaining data standards, procedures, and best practices
- Monitor data integrity and escalate quality concerns as appropriate
- Maintain documentation related to data governance, reporting, and business processes
- Support organizational efforts to improve trust, consistency, and reliability of information assets
Reporting, Analytics & Business Intelligence
- Generate recurring and ad hoc reports for programs, leadership, funders, and external stakeholders
- Support grant reporting, outcome measurement, and organizational performance tracking
- Develop, maintain, and enhance Power BI dashboards and reporting solutions
- Assist in the design, testing, and validation of Power BI datasets, measures, visualizations, and data models
- Support data analysis and visualization efforts that communicate organizational performance and community impact
- Validate reporting outputs and troubleshoot reporting discrepancies
- Monitor dashboard functionality and identify opportunities for improvement
- Assist in developing key performance indicators and reporting frameworks
LegalServer & Systems Support
- Provide day-to-day support for LegalServer users and related organizational systems
- Assist with user account administration, permissions management, and access requests
- Support system testing, quality assurance, and deployment of new features and enhancements
- Maintain forms, workflows, templates, reports, and system documentation
- Track, troubleshoot, and resolve routine system issues and support requests
- Support integrations and reporting workflows between LegalServer, Power BI, Microsoft 365, and other organizational platforms
- Assist in validating data flows and ensuring consistency between source systems and reporting environments
- Support LegalServer administration activities as assigned
Technology, Automation & Process Improvement
- Assist in identifying opportunities to improve operational efficiency through technology, automation, and process improvements
- Participate in implementation of new tools, workflows, and system enhancements
- Support automation initiatives involving reporting, data collection, and business processes
- Document and test system changes and process improvements
- Contribute to continuous improvement initiatives across departments
Training, Documentation & User Support
- Assist with onboarding and training staff on LegalServer, Power BI, and related systems
- Develop and maintain user guides, training materials, and procedural documentation
- Respond to user questions and provide technical support
- Promote best practices in data stewardship, reporting, and system utilization
- Support adoption of new technologies and workflows
Compliance & Organizational Support
- Assist with maintaining records and documentation required for grant reporting, audits, and compliance activities
- Support privacy, confidentiality, and data security practices through adherence to organizational policies and procedures
- Assist with information requests, audits, and reporting reviews
- Support organizational accountability through accurate and timely reporting
Project Support
- Participate in system implementation, migration, upgrade, and integration projects
- Coordinate assigned project tasks, testing activities, documentation, and follow-up actions
- Assist with deployment of reports, dashboards, automations, and system enhancements
- Support vendor coordination and project communications as assigned
- Perform other duties as assigned
ESSENTIAL JOB SKILLS AND ABILITIES
- Bachelor's degree or equivalent combination of education and experience
- 1-3 years of experience in data management, reporting, business intelligence, systems administration, technology support, nonprofit operations, legal services, or related fields
- Experience with databases, case management systems, CRM platforms, or enterprise applications preferred
- Experience with Microsoft Excel and Power BI strongly preferred
- Experience with LegalServer or similar case management systems is a plus
- Strong attention to detail and commitment to data accuracy
- Excellent organizational and problem-solving skills
- Ability to learn new systems and technologies quickly
- Strong written and verbal communication skills
- Ability to manage multiple priorities and meet deadlines
- Commitment to confidentiality and responsible handling of sensitive information
- Familiarity with data visualization concepts and dashboard design
- Experience with Power BI, Power Query, SQL, DAX, reporting tools, or related technologies is preferred
- Demonstrated curiosity, initiative, and commitment to continuous learning
JOB TYPE AND BENEFITS
- Full-time/non-exempt
- Salary range is $62,030.95–$72,834.94 ($31.81–$37.35 per hour) depending upon years of experience.

PUBLIC COUNSEL VACCINATION POLICY AND COVID-19 PROTOCOLS
Public Counsel requires vaccination against COVID-19 for all employees, including new hires. Public Counsel is generally office-based, but remote work was launched during the pandemic. All employees with Public Counsel are now required to work in the office at least one day per week, at the discretion of the head of department. Some positions require additional in-office days.
