Position Summary
The Clinical Nurse Administrator develops and maintains the organization-wide nursing and clinical support framework used across all NeighborHealth Center sites. The role establishes nursing standards, procedures, training, competency expectations, and quality assurance processes so site Clinical Supervisors have a consistent operating playbook for day-to-day execution.
The Clinical Nurse Administrator provides high-level functional oversight of nursing and clinical support performance, identifies trends and ongoing concerns, and works with Practice Managers to ensure site-level issues are addressed. Site Clinical Supervisors report directly to their Practice Managers while following the organization-wide clinical standards established by this role.
Principal Duties and Responsibilities
Clinical Standards and Nursing Procedures
- Develop, standardize, maintain, and communicate nursing and clinical support procedures across all sites.
- Create practical workflows, tools, checklists, and competency standards for Clinical Supervisors to implement.
- Monitor changes in clinical guidance, regulation, and organizational needs and update procedures accordingly.
- Partner with the Chief Medical Officer and site leaders to support safe, consistent, patient-centered care.
Vaccine and VFC Compliance
- Oversee organization-wide VFC and vaccine compliance, including enrollment requirements, documentation, eligibility screening, inventory controls, and required reporting.
- Establish standards for vaccine ordering, receiving, storage, handling, temperature monitoring, excursion response, emergency planning, and waste prevention.
- Conduct periodic audits and readiness reviews and coordinate corrective action with site leadership.
- Serve as the organizational subject-matter lead for vaccine storage and compliance requirements.
Laboratory and Point of Care Testing Oversight
- Maintain the enterprise framework for CLIA-waived testing and other point-of-care testing performed at clinic sites.
- Oversee procedures for quality control, proficiency and competency, equipment maintenance, test documentation, record retention, and regulatory readiness.
- Track CLIA certificates, testing menus, required renewals, and changes in testing locations or methodology.
- Review laboratory quality issues and ensure site leaders complete and document corrective actions.
Training Education and Competency
- Develop standardized onboarding, annual education, skills validation, and competency assessment requirements for nurses and medical assistants.
- Provide train-the-trainer resources and guidance to Clinical Supervisors and verify consistent implementation across sites.
- Maintain an organization-wide training calendar and monitor completion of required clinical education and competencies.
- Identify recurring knowledge or performance gaps and develop targeted education in response.
Privileging Coordination
- Coordinate the clinical privileging process, including collection, tracking, documentation, and renewal of required competencies and approvals.
- Maintain clear workflows and records to support review by the Chief Medical Officer, credentialing bodies, and governing board, as applicable.
- Escalate missing, expired, or unresolved privileging requirements to the appropriate leader before they create patient-safety or compliance risk.
Clinical Quality Assurance and Performance Oversight
- Establish clinical support quality standards, audit tools, and monitoring processes across all sites.
- Review clinical performance data, audits, incidents, complaints, and workflow observations to identify trends, variation, and risk.
- Provide Clinical Supervisors with clear expectations, tools, feedback, and improvement guidance.
- Communicate persistent site-level performance or accountability concerns to the appropriate Practice Manager for coaching, performance management, and follow-through.
- Track corrective actions and verify that identified clinical process concerns are resolved and sustained.
- Support quality improvement, risk management, regulatory surveys, and accreditation or compliance readiness activities.
Leadership Relationships and Accountability
- Report to the Chief Operating Officer and provide regular updates on clinical support performance, compliance risks, and improvement priorities.
- Maintain a functional oversight relationship with Clinical Supervisors while respecting the Practice Manager's direct supervisory authority.
- Partner closely with the Chief Medical Officer on clinical governance, scope, privileging, and patient-safety standards.
- Collaborate with Quality, Pharmacy, Human Resources, Operations, and site leaders to implement consistent systems across the organization.
- Clearly distinguish enterprise standard-setting and quality oversight from site-level scheduling, daily assignments, coaching, and corrective action managed by Practice Managers and Clinical Supervisors.

Required Skills or Abilities
- Ability to develop and standardize clinical workflows, tools, and competency assessments for consistent use across multiple sites
- Skilled in managing vaccine and VFC compliance programs, including inventory, storage, cold chain monitoring, and emergency response planning
- Ability to oversee CLIA-waived point-of-care testing programs, including quality control, proficiency testing, and equipment maintenance tracking
- Strong organizational and program management skills to coordinate training calendars, privileging documentation, and quality audits across multiple sites
- Ability to analyze clinical performance data, audits, incidents, and complaints to identify trends and recommend improvements
- Excellent written and verbal communication skills, with the ability to translate clinical standards into practical guidance for clinical and non-clinical staff
- Ability to build effective working relationships across leadership roles without direct supervisory authority
- Sound judgment in identifying and escalating compliance or patient safety risks to the appropriate leader
- Computer literacy in internet use and Windows environment, including Outlook, Word, and Excel.
- Ability to cultivate and develop inclusive and equitable working relationships with co-workers and community members.
- Ability to serve as an advocate for individuals of all ethnicities, genders, ages, and backgrounds.
Required Knowledge, Experience, or Licensure/Registration
- A minimum of five to seven years of progressive clinical or nursing leadership experience, ideally within a multi-site ambulatory or FQHC setting, including experience developing and implementing clinical protocols and training programs across an organization
- Experience working along with working cross-functionally with physician leadership, operations, and organizational leadership to implement clinical standards and resolve issues
- Familiarity with quality improvement methodologies and applicable healthcare compliance frameworks (for example, HRSA and Patient-Centered Medical Home standards)
- Current, unrestricted Registered Nurse (RN) license in North Carolina, or eligibility for NC licensure, with a Bachelor of Science in Nursing preferred
- Current BLS certification required
- If working remotely, the ability to work in a private home workspace — where screens and conversations cannot be seen or overheard by others — with a secure, password-protected home internet connection (not shared or public Wi-Fi), sufficient to protect patient confidentiality at all times.
- Ability to read, write, speak, and comprehend English fluently as needed to perform essential job functions, including patient communication, documentation, and safety-related instructions.
Preferred
- Experience managing vaccine and immunization compliance programs and CLIA-waived laboratory oversight
- Certification in quality (for example, CPHQ) or ambulatory care nursing
- Knowledge of community health center and FQHC operations, the CDC Vaccines for Children (VFC) program, CLIA regulations, clinical privileging and credentialing processes, and nursing scope of practice and delegation standards
