We are seeking an experienced Program Manager (PgM) to support an upcoming Enterprise Knowledge Management (EKM) program for U.S. Special Operations Command (USSOCOM) Headquarters in Tampa, Florida.
This is a senior leadership and Key Personnel position responsible for the successful execution and integration of a complex, enterprise-wide EKM program supporting USSOCOM Headquarters, Component Commands, and Theater Special Operations Commands. The PgM will serve as the contractor's principal enterprise integrator and senior technical advisor to Government leadership, providing overall program management, direction, coordination, and performance oversight across a geographically dispersed workforce.
The EKM program encompasses enterprise program management and KM coordination; knowledge capture, organization, discoverability, and reuse; KM systems design, development, operations, and sustainment; records and repository management; business intelligence, data analysis, and performance measurement; and training, adoption, and organizational change management.
Responsibilities
- Provide overall leadership, management, direction, administration, quality assurance, and performance oversight for the EKM program and assigned task orders.
- Serve as the contractor's principal enterprise integrator and senior technical advisor to USSOCOM EKM leadership.
- Lead and manage contractor personnel supporting EKM activities across USSOCOM Headquarters, Component Commands, and Theater Special Operations Commands.
- Coordinate contractor activities with Government leadership, contracting personnel, technical stakeholders, mission partners, and geographically dispersed teams.
- Establish and maintain an enterprise program-management approach that integrates program execution, compliance, performance management, risk management, reporting, and continuous improvement.
- Lead enterprise-wide synchronization of EKM activities, helping identify and reduce redundant solutions, fragmented workflows, information gaps, and duplicative development efforts.
- Support Government requirements intake and prioritization by evaluating proposed requirements against known enterprise environments, identifying potential redundancy, and assessing lifecycle complexity.
- Oversee the planning and execution of projects involving knowledge management, software and application development, low-code/no-code solutions, data and analytics, records management, training, and organizational change.
- Manage performance against established program metrics and Key Performance Indicators (KPIs), including quality, timeliness, reliability, mission usefulness, user adoption, sustainment, enterprise reuse, and governance execution.
- Ensure risks, issues, dependencies, Government actions, and program decisions are identified, tracked, communicated, and addressed through resolution.
- Oversee program deliverables and reporting, including program management plans, quality management plans, monthly status reports, transition activities, trip reports, and other contractual deliverables.
- Provide leadership for geographically dispersed and OCONUS activities and coordinate travel and site support as required.
- Maintain effective communication with Government stakeholders regarding program status, emerging risks, resource requirements, technical challenges, and recommended courses of action.
- Proactively identify opportunities to improve enterprise integration, operational effectiveness, technical performance, and long-term sustainability.
- Ensure the contractor team maintains focus on mission delivery while meeting contractual, security, quality, records, accessibility, and other applicable Government requirements.
- Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI).
- Demonstrated experience leading complex programs involving multiple technical and functional workstreams.
- Demonstrated ability to manage geographically dispersed teams and coordinate activities across multiple organizations and stakeholders.
- Strong program management skills, including planning, resource management, risk and issue management, performance management, quality assurance, reporting, and customer engagement.
- Experience managing technical personnel and working effectively with both technical and non-technical stakeholders.
- Ability to operate effectively in a complex, mission-focused environment with competing priorities and evolving requirements.
- Strong written and verbal communication skills, including the ability to communicate effectively with Government leadership and senior stakeholders.
- Ability to travel CONUS and OCONUS as required.
Preferred Qualifications
- Ten (10) or more years of experience planning, directing, coordinating, and managing methodologies and approaches for projects and programs similar in scope and complexity to this effort.
- Experience planning, directing, coordinating, and managing contractor methodologies and approaches, including overseeing SCRUM-based execution, for a complex program involving multiple CONUS and OCONUS locations.
- Experience supporting USSOCOM, U.S. Special Operations Forces (SOF), Combatant Commands, Component Commands, TSOCs, or similarly complex DoD organizations.
- Experience with foreign Host Nation requirements, Status of Forces Agreements (SOFA), regulations, and processes within a broad Area of Responsibility (AOR).
- Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
- Experience leading enterprise knowledge management, digital transformation, application development, data/analytics, records management, or related technology programs.
- Experience managing Agile/SCRUM software or technology-development teams and coordinating work across multiple technical disciplines.
- Experience overseeing programs operating across multiple classified and unclassified DoD network environments.
- Familiarity with enterprise knowledge management concepts, information governance, data management, application lifecycle management, and organizational change management.
Ideal Candidate
The ideal candidate is an experienced program leader who can operate effectively at both the strategic and execution levels. This individual is comfortable serving as the primary interface with senior Government leadership while also remaining closely engaged with the teams responsible for day-to-day delivery.
