Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Instructional Designer II at Arlington, VA (USMS Headquarters) or designated Government-approved locations.
*This position is contingent on the award of a federal contract.
Key Responsibilities:
- Conduct training needs assessments to identify educational requirements and gaps in existing curriculum.
- Develop competency-based learning objectives and comprehensive curriculum roadmaps.
- Design and develop instructor-led, virtual, blended-learning, workshop, simulation, case study, and microlearning training products.
- Apply established instructional design methodologies, including ADDIE (Analysis, Design, Development, Implementation, Evaluation).
- Create curriculum materials including course manuals, workbooks, participant guides, presentations, job aids, quick-reference guides, and train-the-trainer materials.
- Collaborate with Government stakeholders and subject matter experts to validate course content and ensure instructional accuracy.
- Ensure curriculum alignment with agency policies, procedures, and Section 508 accessibility requirements.
- Research emerging training technologies and recommend innovative learning solutions.
- Maintain curriculum documentation, version controls, and training libraries.
- Develop evaluation tools and metrics to measure training effectiveness using Kirkpatrick evaluation methodologies.
- Analyze training data and recommend continuous improvement initiatives.
- Support development of annual training reports, training plans, and program assessments.
- Participate in weekly project meetings and provide status reports to Government leadership.
Minimum Qualifications:
- Bachelor's degree in Education, Adult Education, Curriculum & Instruction, Instructional Design, or related field.
- In lieu of a degree, a minimum of ten (10) years of directly related experience.
- Minimum five (5) years of experience designing and developing instructional curriculum.
- Experience utilizing instructional design methodologies such as ADDIE.
- Experience developing training products for classroom, virtual, and blended learning environments.
- Experience with adult learning principles and instructional technologies.
- Experience evaluating training programs and developing performance metrics.
- Advanced proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Visio, and Project.
- Ability to obtain and maintain a Moderate Risk Background Investigation (MBI).
Preferred Qualifications:
- Master's degree in Education, Instructional Design, Organizational Development, or related discipline.
- Experience supporting federal government training programs.
- Experience with Learning Management Systems (LMS).
- Experience developing training solutions for law enforcement, investigations, financial management, or asset forfeiture environments.
- Certified Professional in Talent Development (CPTD), ATD certification, or related credentials.
- Experience with Section 508 compliance and accessibility standards
