Salary: $190,000 - $210,000/year


Work location: Federal customer locations in the National Capital Region. Remote work may be available depending on customer requirements.

  • Serve as the accountable senior leader for a complex, multi-year VA enterprise modernization and systems-integration program. 
  • Lead end-to-end program execution, including mobilization, transition, discovery, planning, implementation, Initial Operating Capability (IOC), operational stabilization, and continuous improvement. 
  • Establish and lead an integrated PMO supporting program controls, integrated master scheduling, financial/resource management, risk management, deliverables governance, quality management, and executive reporting. 
  • Direct multiple concurrent technical and functional workstreams, ensuring dependency management, risk visibility, integrated execution, and on-time delivery. 
  • Partner with the Deputy Program Manager / IOC Lead to drive accelerated IOC readiness, implementation sequencing, milestone achievement, and issue resolution. 
  • Act as the principal customer-facing delivery executive for VA executives, program leadership, technical stakeholders, business owners, and teaming partners. 
  • Translate mission objectives into an executable roadmap, governance cadence, integrated delivery plan, staffing model, performance measures, and decision framework. 
  • Lead program-level planning and control for ITSM/ESM, asset/configuration management, service catalog, workflow automation, integrations, data management, reporting, testing, training, and organizational change. 
  • Oversee staffing, key-personnel readiness, surge planning, subcontractor/teaming-partner coordination, and workforce retention. 
  • Ensure disciplined execution of schedules, resource plans, risk/issue registers, decision logs, executive dashboards, status reports, quality plans, and deliverable calendars. 
  • Manage financial performance and forecast labor/subcontractor needs in partnership with contracts and finance. 
  • Lead executive steering committees, program reviews, milestone reviews, risk reviews, and integrated workstream meetings. 
  • Identify and mitigate risks involving readiness, data, integrations, dependencies, staffing, stakeholder alignment, and schedule compression. 
  • Support proposal, oral presentation, customer-engagement, and post-award transition activities as a potential named key person. 

Tools & Technology Environment: Microsoft 365/SharePoint, Confluence and the OCIO ZTA Wiki, Jira; Microsoft Accessibility Checker and Adobe Acrobat for Section 508 checks.

Requirements
  • 15+ years of progressive experience delivering large, complex federal IT, digital transformation, enterprise-platform, ERP, or systems-integration programs. 
  • 10+ years in senior program or portfolio management roles with accountability for delivery, customer engagement, staffing, schedule, financial performance, risk, and subcontractor/team leadership. 
  • Demonstrated experience leading an enterprise program with multiple concurrent workstreams, significant technical interdependencies, and a large multidisciplinary workforce. 
  • Demonstrated experience leading a program at significant scale—preferably $100M+, 75+ FTEs, or a comparably complex portfolio of enterprise initiatives. 
  • Experience establishing and operating a PMO, including integrated master scheduling, program controls, risk/issue management, financial/resource management, configuration/change control, reporting, and deliverables management. 
  • Proven experience leading accelerated implementation, transition, modernization, or operational-readiness efforts with fixed milestones and high executive visibility. 
  • Experience managing complex stakeholders across business, IT, security, architecture, operations, procurement, and executive leadership. 
  • Experience managing prime/subcontractor teams, staffing pipelines, surge requirements, partner accountability, and cross-company delivery governance. 
  • Experience using Agile, hybrid Agile, and/or iterative delivery methods within formal federal program-management controls. 
  • Strong executive communication skills and ability to lead senior customer meetings, brief executives, resolve escalated issues, and communicate delivery tradeoffs clearly. 
  • PMP certifications
  • Current training or demonstrated experience in Agile delivery, Scrum, SAFe, or a comparable scaled/enterprise Agile approach. 
  • Demonstrated working knowledge of federal program-management disciplines, including performance-management concepts, integrated scheduling, risk management, and formal governance.

Clearance Requirement: 

  • Ability to obtain and maintain all required VA suitability, access, and system credentials. 
  • U.S. citizen or otherwise eligible to obtain and maintain all required VA access, suitability, and system credentials; confirm final eligibility restrictions upon RFP release. 


The salary range for this position depends upon multiple factors including location, the individual's knowledge, skills, competencies, and experience, and contract-specific budget constraints and organizational requirements.
