Summary/Objective

The Human Resources Manager leads day-to-day Human Resources operations and serves as the agency’s primary technical HR resource. The position leads and develops a skilled HR team, maintains effective and compliant HR systems, policies and processes, advises supervisors and senior leadership on complex employment matters and leads approved HR priorities and agency-wide initiatives. The Manager is expected to identify opportunities for innovation and continuous improvement and to develop practical, forward-looking approaches that strengthen HR services, systems, employee experience, and organizational effectiveness.


General Responsibilities (Essential Functions):

  • Direct, supervise, coach, and evaluate the HR Generalists and HR Coordinator, assign work, establish priorities and service standards, monitor workload and deadlines, provide technical guidance, approve time and leave as authorized, and address performance or development needs.
  • Provide management oversight of functions assigned to HR team members, using effective delegation and appropriate levels of review based on complexity and risk; ensure appropriate coverage, segregation of duties, quality control, and continuity of operations.
  • Analyze HR data and trends, including turnover, vacancies, recruitment activity, workforce demographics, benefits and leave activity, training completion, employee relations themes, and other meaningful indicators; identify risks and recommend action.
  • Serve as the primary escalation point for complex, sensitive, high-risk, or precedent-setting employee relations matters. Provide neutral, consistent, and well-documented guidance tom employees and supervisors.
  • Analyze classification and compensation matters and provide recommendations; ensure approved changes are accurately documented, communicated, and processed.
  • Provide functional ownership and oversight of HRIS configuration, HR-administered data entry and status updates, user access, reporting, audits, corrections, and data governance.
  • Recommend and draft HR policies, procedures, forms, employee handbook and operations manual revisions for review and approval; coordinate implementation, maintenance, communication, and consistent application of approved requirements.

Requirements

KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced working knowledge of human resources management and applicable employment practices, including recruitment, onboarding, performance management, employee relations, investigations, benefits, protected leave, accommodations, workers’ compensation, unemployment, compensation, classification, training, HRIS, records, and compliance reporting.
  • Knowledge of federal, state, and local employment requirements and the ability to recognize matters requiring legal, benefits, payroll, safety, insurance, or other specialized review.
  • Strong supervisory, coaching, delegation, workload management, project leadership, team development, change-management, and continuous improvement skills, with the ability to foster innovation and effective problem-solving within the HR team.
  • Ability to analyze complex and overlapping facts, identify risk, apply policy consistently, distinguish operational guidance from legal or medical advice, and develop practical recommendations.
  • Advanced judgment, neutrality, discretion, empathy, professionalism, and commitment to confidentiality and respectful service.
  • Excellent written, verbal, consultation, facilitation, conflict-resolution, and organizational communication skills.
  • Ability to gather facts objectively, conduct and oversee workplace investigations, prepare clear findings and recommendations, and maintain complete supporting documentation.
  • Advanced analytical, data-reconciliation, reporting, auditing, problem-solving, and process-improvement skills.
  • Ability to establish effective working relationships with employees, supervisors, leadership, payroll, carriers, brokers, agencies, legal counsel, and community or professional partners.
  • Proficiency with HRIS, applicant tracking, benefits, compensation, workman’s compensation and unemployment claims, LMS, document-management, spreadsheet, database, word-processing, email, collaboration, and online meeting systems, including Microsoft Office applications.

REQUIRED EDUCATION AND EXPERIENCE:

Bachelor’s degree in human resources, business administration, organizational leadership, public administration, or a related field and five years of progressively responsible human resources experience, including at least two years leading staff, programs, major projects, or complex HR functions.


Experience advising leadership and managing complex HR matters involving employee relations, investigations, benefits or leave administration, compliance, compensation, HR systems, or organizational development is strongly preferred. Experience supervising HR professionals is preferred.

REQUIRED CERTIFICATIONS AND LICENCES:

  • Acceptable completion of a criminal history background check.
  • HIPAA certification preferred at the time of hire; required within six (6) months of hire.
  • Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent) preferred at the time of hire; required within eighteen (18) months of hire.

  • Specific vision abilities include close vision associated with computer and document work.
  • Occasional light lifting up to 25 pounds and travel between agency locations, out of county, or out of state may be required, including occasional overnight travel.
  • Regular, predictable attendance is required, consistent with agency policy and approved leave or accommodation.
  • Work is generally performed in an office environment with moderate noise and extended periods at a computer workstation

Additional wage progression may be available over time under the organization's established compensation structure. The full established pay scale for this position is $92,019 - $131,197 per year; however, placement above the starting wage range is not available at hire.
