Mid Contracts Support
Description

Bring your federal contracting expertise to work supporting complex Navy and Department of War (DoW) software and hardware-intensive systems. EVS is seeking a Mid Contracts Support professional to help a government client navigate the contracting lifecycle, from acquisition planning and source selection through post-award administration. In this role, you will independently review, draft and revise acquisition documentation, research contracting policies, and provide actionable guidance in a dynamic environment with short turnaround times.


Responsibilities: 

  • Support pre-award acquisition planning, source selection and post-award contract administration for complex Naval and DoW systems.
  • Independently review, draft and revise contracting and acquisition documentation using available resources.
  • Research federal, DoW and Navy pre-award and post-award contracting procedures and policies; provide analytical support, advice and guidance to the government client.
  • Develop and review procurement request (PR) packages, including Acquisition Plans (APs), Statements of Work (SOWs), Performance Work Statements (PWSs), Source Selection Plans (SSPs), Justifications and Approvals (J&As), Determinations and Findings (D&Fs), and Contract Data Requirements Lists (CDRLs).
  • Ensure acquisition documentation is adequate, consistent and compliant with administrative, regulatory and procedural requirements.
  • Use interpersonal skills and sound business judgment to manage multiple activities with short turnaround times.
Requirements

Security Clearance:

Secret clearance or higher is required. Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information.


Required Qualifications:

  • 3+ years of experience with procurement planning, pre-award documentation and post-award contract management in a government or government support role.
  • Experience supporting the development of contract documentation.
  • Experience providing contractual advice and actionable recommendations to a government client, including researching, analyzing and interpreting complex acquisition rules, policies and regulations.
  • Experience using Microsoft Office tools, including Word, Excel, PowerPoint and Project.
  • Bachelor's degree.
  • Secret clearance required.
  • Ability to travel up to 25% of the time.
  • Ability to work 100% onsite at the client location in San Diego, CA.

Preferred Qualifications:

  • Experience with the DoW and Navy, including Navy contracting procedures and regulations.
  • Experience preparing briefings and reports for government clients.
  • Excellent verbal and written communication skills, including the ability to use computers to communicate complex procurement regulations, processes and procedures effectively.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification up to Level III in Contracts or Program Management; FAC-C in Contracts or Program Management; Certified Federal Contracts Manager (CFCM); or Project Management Professional (PMP) certification.
Salary Description
$95,000.00 to $120,000.00 based on experience.
