Compliance Officer
CSAC is seeking a Compliance & Risk Management Officer to lead our agency-wide compliance functions through a highly collaborative and human-rights-practice-based lens.
This is a role for someone who is a strong listener, communicator, and relationship builder, with sound judgment, discretion, and a commitment to compliance and quality improvement. The ideal candidate can look at a system, record, protocol, or incident and assess both the potential risks and the real-world circumstances behind them. You can build trust and engage people constructively while also holding clear standards, addressing concerns directly, and supporting accountability. This senior leadership position requires practical judgment, strong analytical skills, and the ability to lead complex problem-solving efforts involving diverse stakeholders.

Job Responsibilities
- Provide agency-wide leadership on compliance, privacy, risk management, and related quality-improvement activities.
- Serve as the Corporate Compliance Officer and HIPAA Privacy Officer, with independent access to the Executive Director and Board.
- Work closely with staff and leaders across the organization to understand what is happening in practice, identify areas of risk or opportunity, and help develop practical solutions.
- Perform audits, conduct investigations, review data, identify patterns and systemic issues, write reports, create annual plans, and help foster a culture in which people communicate openly about mistakes and uncertainties.
A significant part of this position is being familiar with a large body of regulatory requirements, helping people understand what those rules mean, and how to apply them in the real world.
Required Qualifications
- Bachelor’s degree in a related field, plus 3–5 years of progressively responsible experience in health care administration (or a related field) or a combination of education and experience from which comparable knowledge and skills are acquired.
- Working knowledge of applicable federal and Vermont healthcare regulations, privacy requirements, and payer requirements, with the ability to research and interpret regulatory requirements.
- Experience with HIPAA privacy and confidentiality requirements, including access, use, disclosure, and release of protected health information.
- Strong analytical skills, including proficiency with Microsoft Excel and the ability to use reports and data extracts to identify trends, risks, and opportunities for improvement.
- Demonstrated ability to lead complex problem-solving efforts and build agreement among diverse stakeholders.
(Preferred qualifications)
- Master’s degree in a related field.
- Experience in community mental health setting and familiarity with Vermont’s System of Care.
- Direct service background in behavioral health or human services.
Job Details
Annual starting salary in a range of $65K - $80K, depending on qualifications. 37.5 hours/week. On-site at our office in Middlebury, Vermont.
