POSITION SUMMARY
The Director of Facilities oversees and provides strategic leadership to Houston Food Bank’s (HFB) Facilities, Safety/Health, Safety and Environment (HSE), and Loss Prevention teams. This position encompasses a wide range of responsibilities including regulatory compliance, environmental and safety programs, long-term planning, and project management. This role serves as the subject matter expert, provides guidance and support to all departments related to safety and facility-based programs, and coordinates with them to ensure compliance with local, state, and federal laws and regulations. The Director of Facilities coordinates, leads, implements, and supports facility safety programs across all company operations and locations.

ESSENTIAL JOB FUNCTIONS:
- Prepares and presents recommendations to executive leadership and leads the implementation of agreed-upon HSE and Loss Prevention strategies for all HFB locations.
- Oversees and leads the Loss Prevention department, providing oversight to all Houston Foodbank facilities.
- Identifies efficiency opportunities, develops new processes, and manages change initiatives with a focus on cost reduction, streamlining processes, and improving the maintenance and safety of the organization.
- Develops and adheres to an annual budget and ensures department compliance through monitoring of metrics and processes.
- Develops and provides business reasoning for Capital Expenditure requests annually.
- Responsible for developing program-relevant KPIs and corresponding measurements to assess project progress and program effectiveness.
- Ensures the development of programs and standard operating procedures (SOPs) for maintenance and safety, including Workers’ Compensation, are consistently followed by all employees and updated as required.
- Oversees the Workers’ Compensation program, ensuring timely claims management and regulatory compliance.
- Ensures that all facility, loss prevention, and HSE vendors adhere to HFB’s safety and regulatory standards.
- Ensures HFB is in compliance with city, state, and federal safety and health guidelines, AIB guidelines; keeps a record of AIB documentation and corrective actions, and A2H/OSHA guidelines.
- Escalates and reports on operations equipment and processes that affect the quality and food safety of products received, stored, and distributed.
- Monitors waste costs and implements best practices to facilitate an efficient program.
- Adheres to Houston Foodbank’s procurement policies and procedures within the bidding process with vendors and project award.
- Performs or facilitates inspections of all parts of the organization’s grounds and facilities; reviews and submits CapEx project proposals for renovations, maintenance, and installations when necessary.
- Equips all HFB department’s leadership and designees with the proper guidance and training to prepare, respond, and recover from an emergency, including supporting departments with their Continuity of Operations Plan (COOP).
- Attends disaster-related conferences as a participant, trainer, monitor, and/or presenter.
- Supports interface with regulatory agencies, first responders, and third parties, as needed, on safety compliance and enforcement issues.
- Responsible for Emergency Action Plans and Contingency Plans.
- Schedules annual mock drills with personnel and local emergency authorities.
- Manages contractor safety evaluation process and makes recommendations to managers as necessary.
- During disaster response, supports, attends meetings, and provides feedback to ensure continuity of operations is followed, ensuring facility and safety Disaster Policy and COOP are followed.
- Maintains health and safety records and prepares various reports for assigned facilities.
- Provides organized documentation and reports on all safety-related incidents and participates in and supports compliance audits as needed.
- Prepares for, attends, and responds to regulatory agency inspections, concerns, findings, etc.
- Fosters a positive and collaborative team culture that encourages continuous learning and improvement.
- Proactively partners with Human Resources as needed to identify, contain, and/or mitigate risk.
SUPERVISORY RESPONSIBILITIES:
Manages two (2) or more functions by providing guidance and/or oversight to employees and/or contractors. Develops and maintains roles, responsibilities, and expectations. Practices performance management in support of employee development, and performs administrative duties associated with being a people manager. Responsibilities include interviewing, planning, assigning, directing work, and resolving problems. Responsibilities also include sponsoring and participating in and/or supporting project teams sponsored by other management team members.
QUALIFICATIONS:
Education/Experience:
- Bachelor's degree from an accredited four-year college or university in Business, Industrial Hygiene, Facilities Management, or a closely related field preferred or an equivalent combination of education and experience
- 10+ years of related experience
- 5+ years of prior management experience
- Experience with OSHA requirements
- Strong technical knowledge of the following: mechanical, electrical, plumbing, HVAC, structural, fire protection, and safety systems
- Experience working with outside vendors and subcontractors
- Demonstrated leadership with strategic, policy, and budget planning experience
- Project management experience preferred
- Experience with food distribution preferred
Certificates, Licenses, and Registrations:
- Must have reliable transportation, a valid driver’s license, and insurance
- Certification in Facility Management preferred (CFM, FCM)
- Certification in Safety preferred (ASP, CSP)

Carries out responsibilities in accordance with HFB policies. Ensures compliance with regulatory requirements, including health and safety regulations, food safety standards, AIB, and Texas Department of Agriculture (TDA), USDA, and FDA requirements.

PHYSICAL REQUIREMENTS:
The physical requirements described here are representative of those that must be met by the employee to successfully perform the essential functions of the job. While performing the duties of the job, the employee is required daily to analyze and interpret data, communicate, and remain in a standing or stationary position for a significant amount of the workday; and frequently access, input, and retrieve information from the computer and other office productivity devices. The employee is regularly required to move about the office and around the facility, use hands, wrists, and fingers to grip, type, and write. The employee must frequently lift 40 pounds. The employee will need to have the average ability to hear horns, warnings, and alerts associated with a warehouse.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While portions of this job are performed in an enclosed office environment, the employee is often exposed to freezers, enclosed and/or tight spaces, wet and/or humid conditions, areas in which moving mechanical parts, fumes, toxic or caustic chemicals are present, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).
TRAVEL REQUIRED:
Minimal travel is required for this position (up to 20% of the time and on a domestic basis).
This role supports all hours of operations at the Houston Food Bank facilities as necessary and may require flexibility occasionally (e.g., in times of disaster, community events, or company events).
