Description

Position Summary:

The Vice President of Human Resources provides executive leadership and strategic oversight of Crittenton's human resources operations, workforce strategy, employee relations, compensation, benefits, and employment law compliance. Reporting to the Chief Operating Officer, this role serves as the agency's subject matter expert in California employment law and HR best practices while leading initiatives that strengthen organizational culture, employee engagement, leadership development, and workforce retention. The Vice President oversees HR risk management, organizational change, payroll, benefits administration, and workforce analytics, ensuring HR strategies support operational excellence, financial sustainability, and organizational performance.  


Essential Duties:

  •  Provide executive leadership and strategic direction for all Human Resources functions, ensuring alignment with Crittenton's mission, organizational priorities, and operational needs.  
  •  Serve as the agency's senior advisor on California employment law, workforce strategy, employee relations, compensation, and organizational development. 
  • Lead organizational change initiatives, including restructuring, workforce transitions, policy implementation, and operational improvements. 
  • Establish HR governance, policies, and performance standards that strengthen accountability, consistency, and organizational effectiveness. 
  • Lead agency-wide strategies to strengthen organizational culture, employee engagement, retention, and workplace accountability. 
  • Develop leadership training, succession planning, and talent development strategies that strengthen management effectiveness and organizational continuity. 
  • Ensure compliance with federal, state, and local employment laws, including wage-and-hour requirements, employee classifications, workplace protections, and personnel policies. 
  • Provide executive oversight of employee relations, including workplace complaints, disciplinary actions, grievances, performance concerns, and employment separations. 
  • Lead or oversee impartial workplace investigations involving harassment, discrimination, retaliation, misconduct, and other employment-related concerns. 
  • Oversee leave administration, reasonable accommodations, and compliance with FMLA, CFRA, ADA, FEHA, and applicable California employment requirements. 
  • Partner with legal counsel and executive leadership to assess employment-related risks, implement corrective actions, and ensure HR policies remain legally compliant. 
  • Provide executive oversight of compensation structures, salary administration, and total rewards strategies to support recruitment, retention, and internal equity. 
  • Oversee employee health insurance, fringe benefits, annual renewals, vendor negotiations, and benefits administration, ensuring regulatory compliance and financial sustainability. 
  • Oversee administration and compliance of the agency's 403(b) retirement plan, including coordination with plan providers, advisors, auditors, and legal counsel. 
  • Ensure required benefit and retirement plan audits, filings, reconciliations, and compliance reviews are completed accurately and within established deadlines. 
  • Collaborate with Finance to evaluate compensation trends, fringe benefit rates, employer costs, and long-term workforce financial sustainability. 
  • Provide executive oversight of payroll operations, internal controls, and reconciliation processes to ensure accurate, timely, and compliant payroll administration. 
  • Oversee HRIS administration, personnel records, onboarding, employment eligibility verification, and background screening processes. 
  • Develop recruitment and workforce planning strategies that align staffing levels, talent acquisition, and organizational needs with available financial resources. 
  • Establish consistent performance management practices, including employee evaluations, corrective action processes, professional development, and management accountability. 
  • Oversee HR coordination of workers' compensation, employee injury management, return-to-work processes, and related employment obligations. 
  • Establish and oversee HR Key Performance Indicators (KPIs), including turnover, retention, vacancies, recruitment timelines, employee engagement, absenteeism, and workforce costs. 
  •  Analyze workforce data and develop executive dashboards and reports to identify organizational risks, evaluate performance, and guide strategic decisions. 
  • May perform other duties as assigned. 
Requirements

Education/Experience Required

  •  Bachelor's degree in Human Resources, Business Administration, Organizational Development, Public Administration, or related field required; Master's degree preferred. 
  • Minimum of seven (7) to ten (10) years of progressive Human Resources experience. 
  • Demonstrated expertise in California employment law, employee relations, wage-and-hour compliance, workplace investigations, and employment-related risk management. 
  • Extensive experience overseeing compensation, payroll, employee benefits, retirement plans, and HR operations. 
  • Experience administering employer-sponsored health insurance, 403(b) retirement plans, benefit renewals, and related compliance reviews. 
  • Strong financial and analytical skills, including labor cost analysis, workforce budgeting, and HR performance metrics. 
  • Professional certification such as SHRM-SCP, SPHR, or equivalent preferred. 
  • Advanced knowledge of Human Resources Information Systems (HRIS), payroll platforms, benefits administration systems, and workforce reporting tools. 
  • Experience developing workforce dashboards and analyzing employee engagement, turnover, compensation, and staffing trends. 

Clearances and Requirements:

  • Must be able to pass criminal/fingerprinting background check, TB test and Physical Exam.
  • Must have a valid California Driver’s License and clear DMV check.
  • Must provide current auto insurance

$130,000 to $165,000/year
