The Director of Information Technology (IT) is responsible for overseeing the agency’s Information Technology infrastructure, systems, security and compliance while supervising IT staff. This position reports to the Chief Financial Officer and provides leadership in the planning, implementation, maintenance and continuous improvement of the agency’s IT environment as a means to achieve HIPAA and HITECH compliance. This position will often collaborate with program staff and external organizations to ensure effective use of technology and evaluate emerging technologies and solutions. This is a hands-on leadership position that combines direct technical responsibilities with supervision of IT staff, project coordination, cybersecurity oversight, and long-term technology planning.
Essential Duties and Responsibilities
- Supervises and provides guidance to IT staff, ensuring timely and effective resolution of IT issues.
- Oversees the agency’s IT infrastructure including servers, network systems, desktops, laptops, mobile devices, and cloud-based platforms.
- Implements and maintains network security, data backup, disaster recovery, and business continuity systems and procedures, including periodic testing of backups and recovery processes.
- Leads IT-related projects, including system upgrades, migrations, and implementations, ensuring minimal disruption to operations.
- Maintain IT systems, security controls and practices compliance with HIPAA, HITECH, 42 CFR Part 2, and other applicable state and federal regulations.
- With the assistance of the Chief Financial Officer, develops and enforces IT policies and procedures that align with organizational goals and compliance requirements.
- Provides leadership in risk management and mitigation strategies related to cybersecurity and IT infrastructure.
- Coordinates vendor relationships and assists with contract management for IT services and systems.
- Supports program staff by providing training and communication to enhance technology use across the agency.
- Performs hands-on technical administration, troubleshooting, configuration, and support as necessary, particularly for complex issues, system changes, security incidents, and projects requiring advanced technical expertise.
- Monitors and analyzes system performance, identifying trends and recommending improvements.
- Establishes and maintains processes for user provisioning, access changes, role-based permissions, authentication, onboarding, transfers, and offboarding to ensure access is granted, modified, and terminated promptly and appropriately
- Maintains an agency-wide technology inventory and replacement lifecycle, identifying equipment, software, infrastructure, and licensing needs and making recommendations for planned replacement or upgrade.
- Coordinates the IT response to cybersecurity incidents, suspected breaches, system outages, and other technology-related emergencies, including appropriate documentation, escalation, remediation, and collaboration with agency leadership and compliance staff.
- Participates in strategic planning, offering recommendations for technology investments that support agency goals.
- Assists the Chief Financial Officer with development and monitoring of the IT budget, technology purchasing, contract costs, and long-term technology planning.
- Provides technical leadership and oversight for the agency's Electronic Medical Record (EMR) system, including implementation, integrations, upgrades, system configuration, troubleshooting, security, user access, and coordination with clinical, administrative, and vendor stakeholders
- Oversees administration and security of Microsoft 365 and other cloud-based platforms, including user access, permissions, authentication, licensing, and system configuration.
- Serves on agency committees as requested.
- Carries out additional duties essential to the above-stated responsibilities as assigned.
- Is mindful of and integrates Trauma-Informed Care and its five principles in all duties and interactions with fellow staff, residents, and external partners.
- Maintains compliance with all required rules and regulations including Federal Confidentiality (42 CFR, Part 2), HIPAA, Medicaid and/or HUD, and any others.

- Bachelor’s degree in Computer Information Systems, Information Technology, Cybersecurity or related field preferred
- An Associate's degree, relevant technical certifications, or an equivalent combination of education and progressively responsible IT experience will be considered.
- Minimum of five (5) years of progressive IT experience, with at least two (2) years in a supervisory or leadership role
- Professional certifications preferred (e.g., Microsoft, Cisco, CompTIA Security+, Network+, or similar).
- Knowledge of Active Directory, Exchange, Microsoft 365 administration, virtualization, database systems, firewalls, and security appliances.
- Experience in behavioral health, healthcare, or non-profit settings strongly preferred.
- In addition to the qualifications above, a valid New York State driver’s license is required as well as reliable transportation.
