Human Resources Manager

Description

The human resource manager performs duties at the professional level in some or all the following functional areas: employee relations, training, employment, affirmative action and employment equity program, benefits management, and payroll functions. This position requires an extremely perceptive person who can relate to individuals at all levels within the organization. The manager must be sensitive to corporate needs, employee goodwill and the business needs.

  1. Maintains all employee and applicant documentation as dictated by governing agencies.
  2. Manages and tracks all employee disciplinary action.
  3. Coaches, counsels and guides managers before executing employee disciplinary actions.
  4. Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.
  5. Assists with recruitment tasks as needed (reviews applications, interviews).
  6. Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  7.  Monitors tardy and absenteeism reports and ensures proper documentation is issued on employees who have excessive tardiness or absenteeism problems. Maintains and distributes report of vacation, sick, personal day and holiday use.
  8. Maintains employee personnel files.
  9. Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9.
  10. Distributes and monitors employee performance evaluations and ensures they are done in a timely manner (i.e., three months, six months, one year and yearly thereafter).
  11. Updates, monitors and maintains eligible salary adjustments/increases based on three- and six-month and one-year evaluations.
  12. Reports, maintains and monitors all workers' compensation case files; follows-up on open cases.
  13. Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes. Organizes and manages annual open enrollment communications and election process.
  14. Administers COBRA for group health plans.
  15. Maintains and coordinates employee recognition programs.
  16. Partners with employees and management to communicate various human resource policies, procedures, laws, standards and other government regulations.
  17. Conducts exit interviews, analyzes data and makes recommendations to the management team for corrective action and continuous improvement.
  18. Responds to employee relation issues such as employee complaints, harassment allegations and civil rights complaints.
  19. Facilitates or provides training (including orientation) to the workforce.
  20. Represents management in investigating, answering and settling grievances, by arranging and scheduling grievance hearings between personnel, supervisor and the management team.
  21. Participates in administrative staff meetings and attends other meetings and seminars.
  22. Maintains company organization charts and the employee directory.
  23. Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  24. Maintains human resource information system records and compiles reports from the database.
  25. Maintains compliance with federal, state and local employment and benefits laws and regulations.
Requirements

Education and Experience/Technical Skills         

  1. Bachelor's degree or the equivalent years of experience.
  2. Experience in the administration of benefits and compensation programs and other human resource programs.
