MVP Holdings is a privately owned energy logistics company headquartered in Wichita, KS. MVP and its subsidiaries provide gathering, transportation, processing, storage, distribution, marketing and other midstream services to independent oil and natural gas producers, refiners of petroleum and products and other market participants located throughout the United states.
The Construction Administrator serves as the primary steward of pipeline and facility technical records, standards libraries, and document control systems for MVP Holdings' midstream operations. This position is critical to regulatory compliance, operational integrity, and institutional knowledge retention across multiple pipeline assets and terminal facilities. The role bridges engineering, construction, operations, compliance, and information management functions, providing high-value administrative and technical support that directly enables efficient project execution and reduces compliance risk.
Essential Functions
• Compile, assemble, and maintain pipeline and facility project job books, including MOC packages, AFE documentation, scope-of-work narratives, engineering calculations, inspection records, and as-built documentation.
• Organize, index, and maintain electronic and hard-copy project records in accordance with company retention policies, regulatory requirements, and internal closeout checklists.
• Coordinate with engineers, project managers, operations, construction teams, and contractors to collect, verify, and complete required project documentation.
• Ensure job book completeness against regulatory and internal checklists prior to project closure; flag deficiencies and track corrective action to resolution
• Support administration of MOC software platform (Frontline Data Solutions or equivalent), including user setup, workflow configuration, and routine data quality audits
• Assist engineers and operations staff with MOC package initiation, document attachment, routing, and closure; ensure all required fields, reviews, and approvals are captured by the MOC procedure
• Coordinate with the AFE administrator to align MOC records with corresponding capital project authorization documents
• Support AFE preparation by organizing cost estimates, vendor quotes, scope narratives, and supporting calculations into standard AFE packages for engineering review and approval routing

Education, Certifications, License
• Associate's or Bachelor’s Degree in Business Administration, Information Management, Technical Writing, or a related field; or equivalent combination of education and directly relevant experience
• Minimum 3 years of experience in document control, technical records management, or project administration in an industrial, energy, or engineering environment
• Requires a valid Driver’s License with an insurable Motor Vehicle Report
Work Experience
• Proficiency with Microsoft SharePoint, including library configuration, metadata management, and permission administration
• Strong proficiency with Microsoft Office Suite (Word, Excel, Outlook, Teams)
• Experience in midstream pipeline, oil & gas, or regulated utilities environment is preferred
• Familiarity with 49 CFR Part 192 (gas pipelines), 49 CFR Part 195 (hazardous liquid pipelines), DOT/PHMSA recordkeeping requirements, or similar regulatory framework is preferred
• Experience administering MOC software systems or similar workflow management platforms is preferred
• Knowledge of document control standards (ISO 9001, ASME QA programs, or equivalent) is preferred
• Certified Records Manager (CRM) or similar professional certification is preferred
Physical Requirements
• Ability to perform simple motor skills and gross body coordination such as standing, walking, bending, stooping, filing, sitting, etc. for prolonged periods of time.
• Ability to push, pull, and lift 25 lbs. occasionally.
