POSITION SUMMARY


RECAP’s Facilities Department is responsible for the maintenance and upkeep of supportive housing properties and office buildings throughout Orange County. The Mill Street Building Superintendent is a member of the Facilities team, with primary responsibility for the maintenance, cleanliness, safety, and general upkeep of the property located at 34 Mill Street.


This position performs routine building and grounds maintenance, custodial duties, minor repairs, safety inspections, emergency preparedness activities, and related responsibilities to help maintain a safe, clean, and functional residential environment. The Building Superintendent works collaboratively with the Director of Facilities, RECAP staff, and other designated personnel to address maintenance needs, document incidents, and support the safety and well-being of residents.


As a condition of employment, the Building Superintendent is required to reside at 34 Mill Street, Apartment 3N.


ESSENTIAL FUNCTIONS

Building and Grounds Maintenance

  • Perform routine building and grounds maintenance, including lawn care, painting, and general upkeep.
  • Complete minor repairs and maintenance involving carpentry, plumbing, electrical fixtures, heating and cooling equipment, concrete and masonry, flooring, and other building components, within the employee’s training and capabilities.
  • Install, maintain, or repair items such as ceiling fans, doors, windows, toilets, sinks, locks, screens, glass, tiles, and other fixtures as appropriate.
  • Identify maintenance concerns and report issues requiring specialized repairs or additional authorization.
  • Assist with snow removal and other seasonal maintenance activities.
  • Maintain the cleanliness, safety, and appearance of the building and surrounding grounds.
  • Inspect interior and exterior premises at the beginning and end of assigned shifts and report any concerns.

Custodial Services and Common Area Upkeep

  • Sweep, mop, vacuum, and clean common areas, including hallways and laundry rooms.
  • Empty trash and remove debris from common areas and designated building spaces.
  • Clean windows and other surfaces as needed.
  • Maintain common areas in a clean, orderly, and safe condition.
  • Monitor common areas for maintenance concerns, safety hazards, or conditions requiring attention.

Preventive Maintenance and Inspections

  • Assist with monthly inspections alongside case managers, as required, to support preventive maintenance and property safety.
  • Maintain accurate records of inspections, maintenance activities, and identified concerns.
  • Monitor building conditions and report necessary repairs or potential safety issues to the Director of Facilities.
  • Maintain an inventory of maintenance materials and supplies.
  • Ensure proper care, maintenance, and safe storage of tools, equipment, and supplies.
  • Use materials and supplies responsibly and notify the supervisor when replenishment is needed.

Fire Safety and Emergency Preparedness

  • Schedule and monitor fire drills as directed.
  • Complete required fire drill reports and maintain related documentation.
  • Inspect fire extinguishers and fire alarm systems as assigned and report deficiencies or concerns promptly.
  • During fire drills, ensure tenants follow established evacuation procedures and exit the building safely.
  • Document emergencies, incidents, unusual occurrences, and safety concerns.
  • Complete incident reports in accordance with RECAP procedures.
  • Participate in the designated on-call or standby emergency schedule for evenings, weekends, and holidays, as required.
  • Respond to maintenance emergencies within the scope of the position and promptly notify the appropriate personnel when additional assistance is needed.

Documentation and Communication

  • Maintain daily records of relevant events and activities, including illnesses, emergencies, concerns, housing rule violations, and facility maintenance issues observed or reported.
  • Communicate maintenance needs, safety concerns, and unusual occurrences to the Director of Facilities or appropriate personnel.
  • Maintain accurate documentation of completed work, inspections, incidents, and follow-up actions.
  • Maintain confidentiality of personal information obtained through contact with residents.
  • Attend meetings, workshops, and training sessions as directed by the supervisor.

Teamwork and General Responsibilities

  • Work cooperatively with RECAP staff, including Facilities personnel and case managers, to support building operations and resident safety.
  • Follow established safety procedures when performing maintenance, custodial, and emergency-related duties.
  • Use appropriate personal protective equipment and follow safe operating procedures when handling tools, equipment, and maintenance materials.
  • Perform other job-related duties as assigned by the supervisor.

  • Maintain accurate and complete maintenance logs, inspection records, incident reports, and other required documentation.

  • Report maintenance hazards, safety concerns, incidents, and equipment issues promptly.
  • Use and store tools, equipment, cleaning products, and maintenance supplies safely.
  • Complete required agency training and participate in relevant safety and emergency preparedness activities.
  • Follow applicable requirements for the operation of agency vehicles, when driving is part of assigned duties.

WORK ENVIRONMENT

The position involves work in a residential building and surrounding grounds. Working conditions may include exposure to noise, heat, cold, chemical fumes, cleaning products, dust, inclement weather, traffic, ladders, stairs, and maintenance equipment.


The position may require driving on city streets or highways when authorized driving is part of assigned duties. Employees must follow applicable traffic laws and take appropriate safety precautions.


The position requires consistent punctuality and attendance at the assigned work location. Participation in a designated standby or emergency schedule for evenings, weekends, and holidays may be required.

Requirements

REQUIRED QUALIFICATIONS

  • Minimum of two years of experience in property maintenance, janitorial services, building operations, or a related field.
  • Knowledge of general building maintenance, including basic carpentry, plumbing, electrical work, painting, flooring, and groundskeeping.
  • Familiarity with first aid, emergency procedures, fire safety, and general building safety practices.
  • Valid driver’s license and satisfactory driving record.
  • Strong interpersonal and communication skills, including the ability to maintain appropriate professional boundaries.
  • Ability to work independently, prioritize responsibilities, and respond appropriately to maintenance concerns.
  • Ability to maintain accurate records and document maintenance issues, incidents, and emergencies.
  • Ability to maintain confidentiality regarding personal information obtained through resident interactions.
  • Ability to safely use hand tools, power tools, ladders, and other maintenance equipment.
  • Ability to perform physical tasks, including standing, walking, lifting, bending, and carrying materials.
  • Ability to work in varying environmental conditions, including heat, cold, chemical fumes, and inclement weather.

PHYSICAL REQUIREMENTS

  • This position requires the ability to perform physical maintenance and custodial tasks, which may include:
  • Standing and walking for extended periods.
  • Bending, reaching, kneeling, and climbing stairs or ladders.
  • Lifting, carrying, and moving maintenance materials, equipment, and supplies.
  • Operating hand tools, power tools, cleaning equipment, and other maintenance-related equipment.
  • Performing routine cleaning, painting, repairs, groundskeeping, and snow removal.
  • Working in indoor and outdoor environments and in varying weather conditions.
  • Responding to building maintenance concerns and participating in assigned emergency preparedness activities.

ADDITIONAL EMPLOYMENT REQUIREMENTS

  • Complete required pre-employment background screening with satisfactory results.

  • Complete required physical examination or health clearance, when applicable.
  • Maintain a valid driver’s license and satisfactory driving record when required for assigned duties.

  • Participate in assigned emergency standby responsibilities as required by the supervisor.
  • Perform other job-related duties as assigned.
