Position Summary

The Director is responsible for building and implementing a pipeline and portfolio of consulting and capacity-building engagements that enable safety-net organizations to establish the care models and business practices needed to thrive financially and operationally.

The Director works with the Vice President and other leadership staff to ensure consistency and coordination across the unit's vision, strategy, and services. The Director is a member of the Consulting team responsible for designing and leading projects, developing repeat, referred, and expanded business, managing multiple projects, supervising staff, and providing subject matter expertise inside PCDC and for its clients.


Examples of primary care operations projects led by PCDC include:

- Driving the development of a virtual care playbook to inform the adoption of telehealth workflows and skills across a large FQHC;

- Drafting the policies and workflows for a county health department to successfully participate and generate revenue from a Medicaid waiver program; 

- Leading a health plan-funded learning collaborative to drive patient experience improvement at private practices, hospital ambulatory practices, and FQHCs; and

- Facilitating workflow, policy, job description, and revenue cycle development between a county mental health board and an FQHC to provide truly integrated care.


Position Responsibilities


I. Portfolio Leadership, Direct Consultation, and Client Services (80%)

Direct Client Delivery and Engagement Sponsorship (60%)

· Deliver consultative expertise to private practices, FQHCs, hospital systems, and aggregators on improving their financial and clinical performance, as assigned by unit leadership.

· Provide senior-level sponsorship for work by other staff and consultants; monitor and support team performance on current engagements and grant or contract requirements, ensuring consistent, high-quality outcomes and deliverables for clients; ensure each engagement has appropriate project management, evaluation, and quality assurance structures.

· Ensure positive client experience, mitigate risks, and inform potential scope and service revisions, including regular check-ins with clients.

Strategy, Business Intelligence, and Service Development (10%)

· Monitor industry trends, including the evidence base, reimbursement reform, and delivery system transformation, and develop strategies that position PCDC as a key partner in supporting the safety net. Gather and curate this intelligence in a form that other Consulting staff can use, and share it with the Vice President and other Directors so it feeds real decisions on pricing, positioning, and where the unit invests next.

· Develop and coordinate new services and products to meet client needs and emerging industry trends.

Portfolio Management and Staff Supervision (10%)

· Manage the primary care operations portfolio of projects, ensuring the portfolio results in client impact and a strong client experience, and that projects achieve contracted goals and financial targets.

· Supervise portfolio staff; plan and oversee staff professional development; ensure continuous growth and the capacity to operate independently.


II. Business Development and Target Market Growth (20%)

· Support Consulting unit peers in being responsive to new and previous clients' needs.

· Work with active and past clients to develop repeat business, expanded scopes, and referrals to new potential clients.

· Directly manage or coordinate relationship development with new clients, past clients, and strategic partners, including responding to passive and active outreach.

· Develop engagement scopes and foundation proposals, budgets, and contracts.

Requirements

   

Requirements & Qualifications

· Bachelor's degree required; Master's degree in a relevant field (for example, MPH, MBA, MSW, MSN) preferred.

· Ten years of experience in healthcare leadership and/or consulting roles, preferably primary care or outpatient care focused, including experience managing complex projects in healthcare operations, IT adoption, productivity and staffing models,, performance improvement, and/or practice transformation, particularly for priority populations, including those with Medicare, Medicaid, and/or no or limited insurance coverage.

o Strongly preferred experience in Federally Qualified Health Center (FQHC) settings. 

· Subject matter expertise in current and emerging primary care delivery models, practice transformation concepts, and community health, including quality improvement and performance improvement methodologies, budgeting and financial modeling, value-based payment models, and revenue maximization and billing cycle optimization.

· Established relationships with healthcare policy, payer, and provider stakeholders; demonstrated experience growing an organization's presence and recognition with key stakeholders and decision makers. Experience in practice transformation in California, specifically, with California-based clinics preferred.

· Demonstrated ability to act both strategically to nurture the holistic growth of a portfolio and tactically to respond effectively to an individual client’s needs through unique scope creation.

· Demonstrated success writing proposals for fee-driven work, government procurement and grants, foundation support, or other revenue sources.

· Demonstrated experience in project management, including leading project teams through intensive, long-term, large-scale project work, and the ability to manage a business unit or multiple lines of business while also leading and working on one or more projects.

· Demonstrated experience supervising staff, including setting expectations, providing feedback, and supporting professional growth and development.

· Effective communication skills, including the ability to create presentations, speak publicly, work with a wide array of client staff from executives to front-line staff, and manage these clients through an engagement effectively, occasionally needing to have difficult conversations in order to keep a project moving forward.

· Self-motivated, positive, and enthusiastic.

· Skilled in the use of software required to perform job duties, including Microsoft Office 365, Zoom, and other software solutions.

· Ability to travel throughout the United States (10-15% travel).
