Position Overview
Celtic Property Management is seeking an experienced, bilingual (English/Spanish) Assistant Property Manager for an affordable housing community located in the East Valley of Arizona.
We are looking for a motivated, detail-oriented professional with hands-on experience in Low-Income Housing Tax Credit (LIHTC/Section 42) compliance, leasing, resident relations, and daily property operations.
Prior tax credit experience and bilingual proficiency in English and Spanish are required. This is not an entry-level position.
Key Responsibilities
- Assist the Community Manager with daily property operations, leasing, occupancy, collections, and resident relations.
- Process affordable housing applications, including income verification, eligibility determinations, and supporting documentation.
- Maintain compliance with LIHTC/Section 42, Fair Housing requirements, and other applicable affordable housing regulations.
- Prepare and process initial certifications, annual recertifications, interim certifications when applicable, and resident files.
- Maintain accurate, organized, and audit-ready compliance documentation.
- Assist with rent collections, delinquency follow-up, resident notices, and lease renewals.
- Respond professionally to resident inquiries, complaints, and maintenance concerns.
- Coordinate with maintenance personnel to ensure timely resolution of work orders.
- Assist with occupancy, leasing, financial, and compliance reporting.
- Support property inspections, file audits, and regulatory reviews.
- Assume responsibility for community operations in the Community Manager's absence.
Required Qualifications
- Bilingual in English and Spanish, with strong verbal and written communication skills.
- Previous hands-on LIHTC/Section 42 tax credit experience is mandatory.
- Prior experience in affordable housing leasing, property administration, or assistant property management.
- Working knowledge of income qualifications, household eligibility, certifications, recertifications, and compliance documentation.
- Familiarity with Fair Housing laws and affordable housing regulations.
- Strong organizational skills, attention to detail, and ability to meet compliance deadlines.
- Proficiency with property management software; Yardi experience preferred.
- Strong customer service, problem-solving, and teamwork skills.
- Ability to work independently and support the Community Manager in daily operations.
Preferred Qualifications
- Previous experience as an Assistant Property Manager in an affordable housing community.
- Knowledge of HUD, Project-Based Section 8, or layered affordable housing programs.
- Tax credit or affordable housing certifications such as TCS, HCCP, or COS.
