OVERVIEW:

We are seeking a Zero Trust Knowledge Manager to establish and maintain the CIO Zero Trust program’s knowledge-management, document-control, and artifact-governance practices. You will serve as the central coordinator for architecture documents, decision records, Analysis of Alternatives reports, white papers, meeting records, taskers, briefings, requirements, and related program products, ensuring that information is organized, current, discoverable, appropriately versioned, and traceable to its authoritative source. Working across teams and stakeholders, you will maintain a reliable body of program knowledge that supports informed decisions and reduces duplication, conflicting versions, and loss of institutional knowledge. The role coordinates artifact workflows and preserves review and approval history but does not independently approve architecture, policy, security markings, records disposition, or release decisions.

GENERAL DUTIES:

  • Develop and maintain the Zero Trust knowledge-management framework, repository structure, taxonomy, naming conventions, metadata standards, templates, version controls, review workflows, and archival procedures.
  • Maintain an authoritative inventory of architecture and program artifacts, including document owner, artifact type, version, status, review or approval authority, dependencies, update date, and repository location.
  • Manage architecture drawings, requirements, CONOPS, roadmaps, decision papers, AoA reports, white papers, briefings, and related products through draft, review, approval, publication, revision, archival, and retirement.
  • Maintain traceability among architecture decisions, requirements, assumptions, risks, stakeholder inputs, alternatives considered, evaluation criteria, recommendations, and resulting implementation actions.
  • Link current-state and future-state artifacts, diagrams, dependency maps, data flows, technical standards, roadmap activities, and Zero Trust pillar objectives to their supporting source material and decisions.
  • Identify duplicate, outdated, superseded, incomplete, or conflicting content and coordinate with designated artifact owners to resolve discrepancies and preserve the authoritative version.
  • Manage reviews, records, actions, and decision-support materials; track status and provide leadership updates for governance, architecture reviews, and audits.
  • Conduct periodic repository quality checks covering content completeness, metadata, naming, version history, ownership, review status, approvals, and traceability.
  • Support onboarding by orienting new team members to repository locations, documentation standards, templates, artifact workflows, and knowledge-management procedures.
  • Recommend process improvements that increase artifact quality, improve retrieval, reduce administrative burden, strengthen accountability, and preserve institutional knowledge.

REQUIRED QUALIFICATIONS:

  • Collaboration and workflow platforms such as SharePoint, Teams, Microsoft 365, Jira, Confluence, and Visio.
  • Architecture and decision-support artifacts, including CONOPS, diagrams, requirements, AoA reports, white papers, and decision records.
  • Strong organization, metadata management, version control, technical writing, editing, and executive-ready formatting.
  • Ability to develop practical taxonomies, templates, registers, trackers, dashboards, and review workflows.
  • Strong stakeholder coordination, facilitation, follow-up, and ability to summarize technical discussions into decisions and actions.
  • Manage competing priorities and multiple document streams under tight deadlines.
  • Recognize gaps, conflicting versions, missing approvals, and unclear ownership and elevate issues appropriately.
  • Collaborate across architecture, engineering, cybersecurity, acquisition, program, and mission teams while protecting sensitive information.
  • Master’s degree in Knowledge Management, Information Management, Information Systems, Business Administration, Cybersecurity, Systems Engineering, Communications, Technical Writing, or a related discipline.
  • 12+ years of experience in knowledge management, document control, configuration management, technical program support, enterprise IT, cybersecurity, systems engineering, or architecture support in federal/DoD environments.
  • Demonstrated experience managing technical repositories, architecture artifacts, version histories, review cycles, action trackers, meeting records, AoA reports, white papers, or governance documentation.
  • Experience with Zero Trust or cybersecurity modernization and common document-management, collaboration, task-tracking, and diagramming tools preferred.
  • Certifications: Preferred but not required: CKM, KCS, CRM, PMP/CAPM, ITIL, Security+, CGRC, CCZT, or related credentials.
