Project Manager – New Construction
Description

Stabbert Marine & Industrial is a family-owned company specializing in vessel repair, construction, and industrial solutions. With two full-service shipyards, in Ballard and Anacortes, and a commitment to quality, safety, and innovation, we deliver reliable marine services that keep the maritime industry moving forward.

POSITION SUMMARY:

The Project Manager is a dedicated, single-project role responsible for the new construction of SMI’s own semi-submersible barge at our Anacortes shipyard. Unlike our other project management roles, which support multiple outside clients at once, this position owns one internal build from start to finish and is the primary point of accountability for delivering the barge on schedule, within budget, and to specification. Because SMI is both the builder and the owner, the Project Manager is expected to bring the same cost and schedule discipline an outside owner would demand. The Project Manager uses Primavera P6 and earned value metrics, including the Schedule Performance Index (SPI) and Cost Performance Index (CPI), to build and maintain the project baseline, track costs and progress day to day, and drive production decisions on the yard. This is a hands-on role based in an active, outdoor shipyard environment.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES (This list is not intended to detail all aspects of the assigned work but is representative of the job’s overall responsibilities):

· Own the overall execution of the semi-submersible barge newbuild, from project kickoff and engineering through construction, testing, and delivery.

· Develop, baseline, and maintain the integrated project schedule in Primavera P6, including the work breakdown structure, activity logic, critical path, resource loading, and regular progress updates.

· Build and manage the project budget, tracking labor hours, material, subcontract, and equipment costs against the baseline on a daily basis.

· Use earned value management to measure performance, applying SPI and CPI, along with schedule and cost variance, to identify negative trends early, forecast estimate at completion (EAC), and drive corrective action.

· Translate schedule and cost data into daily production priorities; work directly with superintendents, foremen, and leads to sequence work, set targets, and remove obstacles to production.

· Walk the job daily to verify reported progress against physical completion, confirm work quality, and keep schedule updates grounded in actual conditions on the ground.

· Coordinate engineering, planning, procurement, and production so that drawings, materials, and long-lead equipment arrive in time to support the build sequence.

· Manage scope and design change control: document, estimate, and track every change and its impact on cost and schedule, and secure leadership approval before changed work proceeds.

· Serve as the primary link between the shipyard and company leadership on the build, and coordinate with classification society surveyors and regulatory inspectors as applicable.

· Prepare and deliver daily and weekly progress, cost, and schedule reports to the General Manager and senior leadership, including earned value metrics, look-ahead schedules, risks, and recovery plans.

· Identify, assess, and manage project risks, escalating issues to the appropriate management channels with recommended solutions in time for leadership to act.

· Manage subcontractor and vendor scopes, schedules, and performance, and review invoices against verified progress.

· Support the shipyard’s safety program by ensuring safety and quality requirements are planned into work packages and are not traded off for schedule.

· Conduct checkpoint inspections and coordinate testing, trials, and final delivery documentation.

· Capture lessons learned and actual cost and schedule data to strengthen estimates and planning for future newbuild projects.

JOB SCOPE:

The role operates within established company standards and project requirements, with significant latitude for independent judgment in day-to-day project decisions. As part of the OpT staff, the Project Manager is accountable for the cost, schedule, and quality performance of the newbuild. This is a single, high-value capital project funded by the company, so slippage in schedule or cost lands directly on SMI. Without an outside customer enforcing a contract, the Project Manager is responsible for holding the line on scope, controlling informal changes, and recognizing negative trends early enough to act on them.

INTERPERSONAL CONTACTS:

The Project Manager works daily with production superintendents, foremen, and leads, as well as engineering, planning, procurement, safety, and finance. The position interacts regularly with senior leadership on project status and financial performance. Externally, the role represents the Company with vendors, equipment suppliers, subcontractors, and classification and regulatory inspectors. Face-to-face meetings on the yard occur daily throughout construction.

KNOWLEDGE, SKILLS, AND ABILITIES:

· Advanced, hands-on proficiency in Primavera P6, including baseline development, schedule updates, critical path analysis, resource loading, and reporting.

· Strong working knowledge of earned value management, with demonstrated use of SPI, CPI, variances, and EAC to manage cost and schedule performance.

· Ability to turn schedule and cost data into clear production direction, with the credibility to hold craft leadership accountable to targets.

· Working knowledge of steel vessel or barge construction, including hull fabrication, modular/block construction, outfitting, and build sequencing.

· Ability to read and interpret engineering drawings, specifications, and technical publications.

· Knowledge of cost tracking, labor reporting, material procurement, work orders, and change order management.

· Strong leadership and team-management skills, with the ability to set clear expectations and follow through.

· Clear, direct written and verbal communication with production crews, vendors, and senior leadership alike.

· Excellent analytical and problem-solving skills; able to spot technical and schedule issues early and develop practical solutions.

· Well-organized, detail-oriented, and self-motivated, with the ability to prioritize and follow tasks through to completion under pressure.

· Strong commitment to a team environment, with the ability to contribute expertise and follow leadership direction as appropriate.

· Proficiency in MS Office, particularly Excel; working skills in AutoCAD and Adobe DC preferred.

EDUCATION AND EXPERIENCE:

· High School Diploma or GED Certificate is required. BA/BS degree in engineering, construction management, naval architecture, or a related field is preferred; equivalent work experience will be considered.

· Minimum five (5) years of project management experience in shipbuilding, ship repair, or heavy industrial construction. New construction experience is strongly preferred.

· Demonstrated experience building and managing project schedules in Primavera P6 is required.

· Demonstrated experience using SPI and CPI to budget, schedule, and track project costs is required.

· PMP or similar project management certification is a plus.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

· Regular schedule is 7:00 a.m. to 3:30 p.m. at the Anacortes shipyard. Additional hours may be required to support critical milestones, testing, or schedule recovery.

· This position spends a significant portion of each day in outdoor production areas and must be able to work outside in all weather conditions, including rain, wind, cold, and heat.

· Work is performed in an active shipyard with exposure to noise, dust, fumes, welding and grinding operations, overhead lifts, moving equipment, and uneven or wet walking surfaces. Required PPE must be worn at all times in production areas.

· Must be able to walk to and from job sites and around the yard and vessel for extended periods.

· Must be able to climb inclined stairways and vertical ladders, enter confined spaces and tanks, and work at heights.

· Must be able to lift up to 20 pounds.

· There may be local and out-of-town travel (including air travel) up to 5% of the time with notice.
