Job Description:
The CI/CD Team Lead/Technical Delivery Manager role is accountable for the reliable, secure, and measurable delivery of CI/CD and DevOps platform services to software development teams. The role owns service delivery for an enterprise CI/CD platform supporting tens of thousands of builds per month, along with the artifact management and vulnerability scanning, test management, code quality, observability, and performance testing services that surround it, all running on AWS and Kubernetes. The CI/CD Team Lead/Technical Delivery Manager plans and manages the team's work, leads the delivery and schedule side of any transition of the DevOps platform from a prior provider, onboards and enables development teams, and reports platform performance and delivery metrics to customer leadership. It is a delivery leadership role with strong technical grounding that works closely with the Senior DevOps Lead/Architect, tools administrators, service desk leadership, and the Program Manager, and performs its work in accordance with established customer Agile and DevOps standards in support of the broader team's delivery, quality, and security objectives.
What You Will Do:
Service Delivery & Team Leadership
- Lead the CI/CD and DevOps platform team, setting work priorities, assigning work, managing capacity, and ensuring services are delivered on schedule and to agreed service levels.
- Plan and manage team work within the customer's Agile/SAFe cadence, including sprint and Program Increment (PI) planning, defining DevOps tool objectives for each PI, and tracking progress, risks, and blockers.
- Manage staffing, onboarding, cross-training, and backup coverage so that platform operations continue without disruption during leave, turnover, or surges in workload.
- Serve as the primary delivery point of contact for the customer on CI/CD and DevOps platform services.
Platform Transition & Phase-Gate Management
- Own the delivery plan, schedule, and phase-gate readiness for transitioning operation of the DevOps platform from a prior provider, including badging and access provisioning, tool assessment, knowledge transfer, parallel operations, and formal transition close-out with customer sign-off.
- Establish formal coordination protocols with the outgoing provider, and maintain the transition plan, milestones, risk register, and rollback procedures, with technical readiness criteria defined jointly with the Senior DevOps Lead/Architect.
- Drive the transition toward a zero-disruption outcome for production operations, tracking and reporting transition status, risks, and issues to the Program Manager and customer leadership.
CI/CD Platform Operations & Developer Enablement
- Oversee day-to-day operation of the CI/CD platform (e.g., CloudBees CI on AWS EKS), including controller administration, build agent autoscaling, source code management integration (e.g., GitHub), and platform availability.
- Lead onboarding and enablement of development teams onto the enterprise CI/CD pipeline, including documentation, training, office hours, and guidance on pipeline usage, code integration, and release workflows.
- Define, communicate, and enforce minimum technology stack baselines and pipeline usage standards for onboarded teams, in coordination with the Senior DevOps Lead/Architect.
- Coordinate delivery of the artifact management and scanning (e.g., JFrog Artifactory/Xray), test management, code quality (e.g., SonarQube), observability, and performance testing services as an integrated set of platform services.
Metrics, Reporting & Continuous Improvement
- Define and track service level objectives and delivery metrics (e.g., build success rates, pipeline duration, platform availability, and DORA measures) with the Senior DevOps Lead/Architect.
- Deliver build analytics and platform performance reporting that give development teams and customer leadership actionable visibility into platform health, throughput, and trends.
- Lead retrospectives and continuous improvement activities, translating user feedback, incidents, and metrics into prioritized backlog items and measurable improvements.
Change, Release & Incident Management
- Manage the change and release process for platform upgrades, configuration changes, and maintenance windows, including scheduling, stakeholder notification, and go/no-go decisions.
- Coordinate incident response and communications for platform outages and degradations, ensuring timely stakeholder updates, root cause analysis, and tracked corrective actions.
- Ensure runbooks, escalation paths, and operating procedures are current, accessible, and exercised.
Security, Compliance & Independent Testing Coordination
- Support security authorization (e.g., Authorization to Operate) maintenance for managed platforms by tracking Plan of Action and Milestones (POA&M) items and vulnerability remediation through to closure.
- Coordinate with any independent quality assurance or security testing party under the applicable joint operating agreement, including providing timely access to platform configurations, environments, and documentation, and managing remediation of findings.
Stakeholder Collaboration & Governance
- Collaborate with the Program Manager, Senior DevOps Lead/Architect, tools administrators, and service desk leadership, and coordinate with customer stakeholders, development teams, and other contractors on cross-team planning, dependencies, and releases.
- Participate in cross-team ceremonies and planning sessions, and contribute to program status reporting, integrated schedules, and governance forums.
