The Technology Evaluation & Assessment Lead is a full-time position supporting Command Post Technologies' development, integration, operation, and continuous evolution of the Multi-Domain Operations (MDO) Pilot Site at Camp Shelby, Mississippi, and distributed environments.
This position provides analytical, technical, operational, and programmatic support to the MDO leadership team. The role serves as the lead evaluator for emerging technologies, mission command systems, and system-of-systems capabilities, responsible for planning, executing, and assessing technology integration events, interoperability evaluations, operational demonstrations, and capability assessments.
Operating in an agile environment with evolving requirements, the individual helps translate operational needs into measurable objectives, develop evaluation methodologies, assess emerging capabilities, and support execution of priority initiatives. The position requires the ability to objectively assess system performance, identify technical and operational gaps, evaluate interoperability, and provide evidence-based recommendations to support capability development, modernization, and acquisition decisions.
The Technology Evaluation and Assessment Lead evaluates how systems perform both independently and as part of a larger operational architecture. This includes assessing mission command systems, intelligence systems, tactical networks, sensors, communications systems, electromagnetic spectrum capabilities, and emerging technologies across air, land, maritime, cyber, space, and electromagnetic spectrum operations.
The position combines operational assessment methodologies, test and evaluation principles, data analytics, and decision-support functions to enable rapid capability development and informed decision-making. The primary focus of this position is evaluating and assessing technology performance, interoperability, and operational effectiveness. While the position works closely with operators and stakeholders, it is not primarily a training, fielding, or instructional role.
Key Responsibilities:
Assessment Planning and Execution
- Support the planning, execution, and evaluation of technology integration events, interoperability assessments, operational demonstrations, and capability evaluations to determine system performance, suitability, operational effectiveness, and mission utility.
- Develop assessment plans, evaluation criteria, Measures of Performance (MOPs), Measures of Effectiveness (MOEs), success metrics, and data collection methodologies to objectively evaluate system performance.
- Develop operational scenarios, evaluation objectives, and assessment frameworks designed to validate requirements, stress system capabilities, evaluate interoperability, and identify performance limitations under operationally relevant conditions.
- Coordinate assessment activities with operators, engineers, developers, vendors, government stakeholders, and mission partners to ensure evaluation objectives are achieved.
- Support rapid prototyping, experimentation, and iterative capability development efforts through continuous assessment and performance evaluation.
Technology Evaluation and Analysis
- Evaluate system interoperability, data exchange, network performance, mission command integration, and information flow across military, government, commercial, and emerging technology systems.
- Analyze technical and operational data to assess system performance, identify capability gaps, determine root causes of deficiencies, evaluate mission impacts, and develop recommendations for improvement.
- Assess systems individually and as part of a larger system-of-systems architecture to determine operational effectiveness and integration readiness.
- Collect, analyze, and integrate data from multiple sources to support objective performance assessments and evidence-based decision-making.
- Validate system performance against operational objectives, user requirements, and intended mission outcomes.
- Support verification, validation, and operational utility assessments for technologies progressing toward operational employment.
Reporting and Decision Support
- Prepare formal assessment reports, findings, observations, after-action reviews, executive briefings, and other products documenting system performance, interoperability, operational effectiveness, and mission utility.
- Document capability gaps, technical risks, lessons learned, and recommendations for improvement and future investment.
- Provide objective assessment results and performance analysis to support technology transition, acquisition, modernization, and investment decisions.
- Support senior leaders with data-driven recommendations and decision-support products related to MDO capabilities and technology development efforts.
Agile Program Support
- Support development of assessment roadmaps, event objectives, and evaluation strategies aligned with MDO modernization priorities.
- Coordinate assessment activities across operators, engineers, developers, vendors, government stakeholders, and mission partners.
- Track assessment findings, risks, issues, and recommendations to support continuous capability improvement.
- Bachelor's degree and three (3) years of relevant experience in technology evaluation, operational assessment, systems engineering, test and evaluation, capability development, military experimentation, technology integration, or related technical fields; OR equivalent combination of education, military experience, and professional experience.
- Experience planning, executing, or supporting system testing, technology evaluations, operational assessments, interoperability assessments, or verification and validation activities.
- Experience developing assessment plans, evaluation criteria, performance metrics, and data collection methodologies and analyzing technical and operational data to evaluate system performance, interoperability, and mission effectiveness.
- Knowledge of test and evaluation processes, operational assessment methodologies, and data-driven decision-making, with the ability to develop objective findings, conclusions, and recommendations.
- Familiarity with analytical, visualization, and reporting tools such as Power BI, Tableau, Python, Microsoft Power Platform, or similar technologies.
- Strong written and verbal communication skills, including the ability to prepare executive-level briefings and assessment reports.
- Ability to adapt to changing priorities and operate effectively in a dynamic and evolving environment.
- Must have an active Secret security clearance.
Desired Qualifications:
- Experience supporting Multi-Domain Operations (MDO), Joint All-Domain Command and Control (JADC2), mission command, intelligence, electronic warfare, cyber, or force modernization initiatives.
- Experience supporting Army Test and Evaluation Command (ATEC), Army Futures Command (AFC), DEVCOM, PEOs, Program Managers, or other government capability development organizations.
- Experience with TAK, mission command systems, intelligence systems, tactical networks, C4ISR systems, sensors, communications systems, or electromagnetic spectrum operations.
- Experience supporting military experimentation campaigns, exercises, technology demonstrations, or operational integration events.
- Experience working in denied, disrupted, intermittent, and limited (DDIL) environments.
- Experience preparing executive-level briefings and assessment products for senior military, government, or acquisition leadership.
- Active Top Secret clearance.
- Master's degree in a related technical or analytical discipline.
