To advance access, enrollment, and stakeholder goals, the director develops  referral networks with veteran-service and multi-service organizations, military units,  government agencies, and community providers.  The director provides strategic outreach leadership and builds relationships through informative  presentations, client consulting, and business development.

The role also supports partnership  and contract negotiations. Outreach priorities must align with the organization’s mission, service  population, and program requirements; eligibility messaging must reflect the same requirements.  Essential Duties and Responsibilities  Outreach Strategy and Recruitment

  • Develop and execute an outreach and recruitment strategy aligned with organizational  goals, service capacity, and the needs of veterans and military families.
  • Develop and maintain a national veteran outreach plan identifying priority populations,  geographic markets, referral partners, communication channels, campaign timelines, and  resource needs. Align the plan with leadership-approved program scope, eligibility  requirements, regional demand, and safe service capacity.
  • Coordinate regional outreach teams and designated clinic contacts to translate the  national plan into local activities, assign responsibilities, synchronize campaign  calendars, and share approved messaging and referral practices. Conduct regular  coordination meetings to review progress, resolve cross-region barriers, and escalate  resource or capacity constraints to leadership.
  • Build referral pipelines through veteran-service organizations, multi-service  organizations, the U.S. Department of Veterans Affairs, military units, government  agencies, and local service providers.
  • Use peer-to-peer engagement, presentations, community events, and appropriate  communication channels to reach eligible participants and reduce barriers to accessing  services.
  • Communicate program eligibility clearly, including requirements for post-9/11 veterans  and families when applicable, without excluding other eligible populations.
  • Coordinate veteran recruitment campaigns with intake and clinic teams to match outreach  activity with appointment availability and service capacity.
  • Monitor recruitment inquiries, referrals, follow-up, and enrollment; identify barriers and  improve access for eligible veterans and military families.
  • Support recruitment and onboarding of outreach and clinic support personnel, when  assigned, in collaboration with human resources and clinic leadership.
  •  Establish and sustain relationships with key decision-makers, community leaders,  military representatives, and government stakeholders.
  • Conduct community landscape assessments to identify service gaps, potential partners,  and opportunities for program expansion.
  • Organize and facilitate focus groups with veterans, service members, family members,  and community organizations to inform outreach planning.
  • Represent the organization in veteran-focused coalitions, community initiatives, and  relevant advisory groups.
  • Attend and represent WARP at leadership-approved national and regional veteran-service  conferences, military transition events, and relevant healthcare or community-service  convenings. Deliver presentations when assigned, build referral relationships, document  contacts and key takeaways, and coordinate timely follow-up within approved travel  budgets and delegated authority.
  • Collaborate with internal program and service teams to support timely referrals, effective  handoffs, and a consistent participant experience.
  •  Deliver informative presentations to military groups, veteran organizations, community  agencies, and prospective partners.
  • Adapt messaging to different audiences and explain services, referral pathways, and  partnership opportunities accurately and respectfully.
  • Consult with partners and internal stakeholders to align outreach activities with shared  objectives.
  • Identify business development opportunities that strengthen access to services and  advance the organization’s mission.
  • Support contract negotiations and partnership agreements in coordination with authorized  leadership and legal or compliance staff.
  •  Develop and maintain a comprehensive contact database covering military units,  government agencies, veteran-service organizations, medical organizations, and  community partners.
  • Document outreach activity, referrals, partner engagement, and follow-up actions; use  results to improve recruitment strategies.
  • Provide leadership and coordination for outreach staff or cross-functional contributors, as  assigned.
  • Prepare reports on outreach progress, referral pipeline health, enrollment outcomes, and  emerging opportunities or barriers.
  • Apply relevant federal regulations, program eligibility requirements, confidentiality  protections, and organizational policies to outreach activities.
  • Handle participant and partner information responsibly and avoid commitments beyond  the director’s delegated authority.
  • Coordinate day-to-day administrative and outreach operations for assigned Community Based Outpatient Clinic locations within WARP’s contractual scope and delegated  authority.
  • Collaborate with clinic leadership, clinical teams, and designated VA contacts. Through  this collaboration, align recruitment, referral intake, appointment scheduling, and patient  navigation with clinic capacity and applicable requirements.
  • Support staffing coverage, onboarding, workflow coordination, and operational readiness  in collaboration with human resources and clinic management.
  • Monitor referral handoffs, scheduling delays, missed appointments, and service-access  barriers; coordinate follow-up and escalate unresolved issues to the appropriate team.
  • Maintain operational records and prepare reports required by organizational policies and  applicable agreements, protecting patient confidentiality.
  • Coordinate responses to administrative concerns, partner feedback, and operational  incidents; refer clinical decisions and patient safety matters to authorized clinical  leadership.
