Toyon is seeking a COMSEC Manager/Security Officer to serve as a COMSEC subject matter expert performing primary duties as the COMSEC Account Manager in accordance with company policies, the National Security Agency, and cognizant U.S. Government agencies. The COMSEC Manager/Security Officer will have daily interactions with the security team, program personnel, and government representatives. Multiple cross collaboration opportunities are available including local and out of state self-inspections, enterprise-wide working group participation, and providing support to local centers.
Responsibilities
- Manage the full lifecycle of COMSEC material (receipt, custody, issuance, safeguarding, accounting, and destruction) in accordance with NSA and CNSS regulations
- Maintain account records and submit required accounting reports. Audit and inspect COMSEC and CCI materials
- Develop and maintain a Cryptographic Key Management Support Plan as part of the COMSEC Standard Operating Procedure (SOP).Partner with IT and Information Security to procure, install and troubleshoot secure network connections
- Courier classified information and prepare receipts for classified materials
- Process clearances and SAP packages end to end: pre-screens, initiation, maintenance, and termination in DISS and SAIC’s Security Information Management System (SIMS)
- Respond to and investigate security incidents and violations, and report findings with recommended corrective and preventive actions to the company and customers
- Author and implement security plans (OPSEC, SPP, SOPs) in compliance with prime and subcontractor DD-254s and classification guides
- Support inspections and self-inspections, badging, visitor control, and facility security, and provide surge support across the security team as needed
- Deliver COMSEC/CRYPTO briefings, indoctrinations and debriefings, SATE, and OPSEC training, and train personnel in COMSEC procedures and the use of related equipment
- Ensure compliance with the prime DD-254, subcontractor DD-254s, and applicable classification guides
- Bachelor’s degree and 5 years professional experience. Relevant military experience will be considered in lieu of bachelor’s degree.
- Minimum of 3 years of experience as a primary or alternate COMSEC custodian or as a COMSEC/EKMS (Electronic Key Management System) account manager
- Experience with NSA COMSEC management policies and all applicable CNSSI
- Experience with COMSEC account software, either DIAS or KMI
- Experience receiving, accounting for and processing classified cryptographic communications material and devices (Vipers, STE, TACLANEs, etc.)
- Experience implementing a COMSEC program under the National Industrial Security Program Operating Manual (NISPOM)
- Working knowledge of NSA COMSEC policy and CNSS instructions, NSA/CSS Policy Manual 3-16, DOD 5205.07, and Intelligence Community Directive (ICD)s
- Understanding of the core security disciplines: COMSEC, personnel, physical, information, insider threat, OPSEC and industrial security
- Strong briefing and interpersonal skills, with the ability to work independently and coordinate with senior internal and external shareholders
- Well versed in Microsoft Office suite (MSWord, Excel, Power Point)
- Daily, on-site support during core business hours, with occasional after-hours support
The annual pay range for the COMSEC Manager/ Security Officer is $135,000 to $185,000.
The posted pay range values provide the candidate with guidance on annual base compensation for the position, at a full time level of effort, exclusive of overtime, bonus, and benefits-related compensation, over a range of qualifications that may fit hiring objectives.
