Description

Nickol Global Solutions (NGS) seeks short-term and long-term Governance and Citizen Engagement Specialists to provide technical expertise to upcoming donor-funded activities. This is an ongoing need and specific positions are contingent upon award. These mid- and senior-level Governance and Citizen Engagement Specialists may provide services related to technical assistance, assessments, analysis, planning, evaluation, and capacity building.


Duties

  • Supports activities related to good governance and citizen engagement, including transparency and accountability efforts; local governance/decentralization; anti-corruption; public service delivery; participatory planning and budgeting; and citizen advocacy.
  • Leads and contributes to governance-related assessments and studies, including Political Economy Analyses (PEAs), stakeholder mapping, sector assessments, and research or analytical studies.
  • Serves as a thought leader in the field of democracy, human rights, and governance (DRG) by authoring publications (both online and print), speaking at relevant DRG-related events, and actively participating in DRG communities of practice.
  • Supports and leads the development of governance and citizen engagement tools and methodologies, particularly focused on inclusive development.
  • Participates in and, as required, leads scoping trips, proposal design meetings, recruitment of partners, responses to donor questions, and presentations to donors.
  • Serves as a technical writer for governance-focused proposals.
  • Forges strategic partnerships for new project opportunities.
  • Works with MEL Specialist(s) to develop and implement MEL systems that reflect adaptive management appropriate for local dynamics.


Requirements
  • Master’s degree in management, human rights, law, public policy, social sciences, economic development, international relations, communications, or a related field.
  • Minimum of eight (8) years of relevant experience in implementing democracy and governance, and civil society development programming.
  • Demonstrated knowledge and background in transparency or accountability initiatives in developing or transition countries.
  • Demonstrated experience with successful public outreach / civil society engagement campaigns, including through technology or social media platforms.
  • Demonstrated experience designing and implementing civic education, policy advocacy, civic engagement, or governance programming in developing or transition countries.
  • Experience leading needs assessments and analysis to inform programming and strategy using a range of appropriate methodologies (such as gender and social inclusion analysis, political economy analysis, conflict analysis, local system analysis, etc.).
  • Strong understanding of effective monitoring, evaluation, and learning plans for engagement and governance programming; experience leading development and adaptation of MEL Plans and Learning Agendas.
  • Demonstrable successful experience in proposal design, development, conceptualization and technical writing.
  • Commitment to inclusive programming that values full participation of stakeholders regardless of gender, religion, ethnicity, race, disability status, sexual orientation, or gender identity.
  • Strong knowledge of implementing programs for USAID and/or US Department of State.
  • Excellent oral and written communication skills.
  • Proactive and effective networker, convener, and partnership builder.
  • Ability to travel internationally and work in closed civic spaces.

Desired Experience/Qualifications

  • Three or more years living and working in a developing or transitioning country.
  • Fluency in one or more foreign languages, preferably French, Spanish, or Arabic.
