Description

Nickol Global Solutions LLC is seeking short-term and long-term Monitoring, Evaluation, and Learning (MEL) Specialists to provide technical expertise to upcoming projects and proposal activities for the US Department of State, Department of Defense, and other donors. MEL Specialists contribute to project deliverables and deepen NGS’s approach to MEL, with a special focus on closed or non-permissive implementation contexts. This is an ongoing need and specific positions are contingent upon award.


Duties

  • Provides technical support and oversight to MEL activities, including for ongoing evaluations, performance monitoring, learning initiatives, and capacity building activities in the field.
  • May provide technical assistance to various clients to support the design of MEL plans and monitoring systems.
  • Supports implementing partner development of monitoring systems, reviews, analyzes, and synthesizes monitoring data.
  • Serves as team member on short-term evaluations, assessments, and other studies.
  • Leads or contributes to writing of high-quality reports, assessments, findings from evaluations, etc.
  • Develops evaluation designs, data collection instruments and processes, supervises data management, conducts data collection, reviews and synthesizes documents, and analyzes data, particularly in the context of closed or non-permissive implementation contexts.
  • Devises and drafts technical approaches for MEL procurement opportunities, including integration of MEL and collaborating, learning, and adapting (CLA) activities and approaches into non-MEL activities.
  • Develops survey instruments and interview questionnaires.
  • Conducts field work internationally and domestically to collect data, train data collectors and facilitate workshops on results and learning.
  • May provide MEL strategy, feedback and technical assistance to evaluation project teams, including technical reviews of draft evaluation reports, evaluation methodology, data collection tools, and other deliverables.
Requirements
  • Minimum of six (6) years of relevant Monitoring, Evaluation, and Learning (MEL) experience.
  • Master’s degree in a social science (public policy, sociology, anthropology, political science, economics, international relations).
  • Strong analytical, quantitative and qualitative research skills.
  • Demonstrated experience in supporting and leading MEL platforms and/or project-wide M&E activities for international development projects, particularly in complex operating environments.
  • Demonstrated experience in mixed methods design, qualitative and quantitative data collection, statistical analysis, and the application of participatory research methods.
  • Experience designing Performance Management Plans and indicator development. 
  • Prior overseas work experience a plus, particularly with donor-funded international development activities.
  • Ability to travel internationally for short-term consultancies.
  • Strong written and oral communication skills.
  • Strong proposal writing and coordination skills.
  • English fluency; proficiency in at least one language other than English preferred.
