Position Summary: The Manager, Advocacy will play an important role in directly advocating for local, state, and federal policies that advance innovative clean energy technology, spur job creation, and support domestic manufacturing to accelerate the transition to a thriving, just, and resilient low-carbon economy. This position requires direct experience in lobbying or climate/energy policy, the ability to establish and maintain a network of relationships with Republican policymakers and demonstrated ability to work in a team environment. The ideal candidate will have experience working collaboratively with partners from environmental, business and consumer organizations, industry, and academia. This position will report to the Director of Advocacy.

Requirements

Major Responsibilities:  

  • Lobby Republican congressional offices, administration officials, and relevant state officials for policy solutions supported by C2ES and informed by its business council; 
  • Assist the Director of Advocacy in efforts to mobilize companies, including C2ES’s Business Environmental Leadership Council (BELC) members, in support of ambitious climate and energy policies, including with congressional offices and administration officials;  
  • Contribute to the development and execution of the organization’s policy advocacy strategy; 
  • Assist the Director of Advocacy in developing and managing policy campaigns that support C2ES’s policy agenda; 
  • Establish and maintain a network of Republican relationships with congressional offices and administration officials; 
  • Stay current on developments relevant to C2ES’s policy agenda, i.e., tracking legislative proposals, attending legislative hearings, and following administrative actions including the rulemaking process; 
  • Represent C2ES in engagement with the administration, the U.S. Congress, and other external stakeholders; 
  • Conceptualize and execute events and briefings for Members of Congress and congressional staff; 
  • Work closely with C2ES colleagues in the planning and execution of regional convenings, particularly with respect to the inclusion of relevant federal policymakers;  
  • Inform and contribute an advocacy focused perspective in the development of C2ES policy priorities and publications; 
  • Inform and contribute an advocacy focused perspective to technology-focused working groups in the BELC; 
  • Keep a record of time spent on lobbying activities in a timely and routine basis for LDA and IRS reports; 
  • Diversity, Equity, and Inclusion (DEI) expectations:  
  • Participate in monthly all-staff DEI meetings;  
  • Demonstrate commitment to valuing diversity and contributing to an inclusive working and learning environment;   
  • Complete trainings during on-boarding and on a yearly basis. 

Minimum Qualifications:  

  • Bachelor’s degree in environmental sciences, environmental or energy policy, political science, or international affairs;  
  • At least 4 years of experience working on climate or energy policy in a federal legislative setting on Capitol Hill, at a nonprofit organization, or with industry;  
  • Established relationships on Capitol Hill, with Republican offices and in both chambers of Congress; 
  • Understanding of the legislative process; 
  • A willingness to register as a lobbyist; 
  • Excellent organizational skills and attention to detail;  
  • Self-motivated and able to work both independently and with guidance;   
  • Excellent verbal communication and presentation skills;  
  • Commitment to, knowledge of, or experience in advancing issues of diversity, equity, inclusion, and environmental/climate justice;  
  • Flexibility, willingness to pitch in at all levels, and a team player.  

Desired Qualifications:  

  • Previous experience working on Capitol Hill; 
  • In-depth knowledge of legislative processes, including the federal appropriations process; 
  • In-depth knowledge of regulatory processes and the scope for executive actions; 
  • Established relationships in the White House and/or relevant executive agencies or departments; 
  • Experience working directly with large companies, and/or trade associations on climate and energy policy; 
  • Familiarity with the landscape of climate-focused NGOs and an awareness of C2ES’s unique value proposition; 
  • Demonstrated ability to prioritize among and efficiently manage multiple assignments and meet critical deadlines. 

Status: Full-time, benefits-eligible. 


Starting Salary Range: $76,000-$95,000 (Manager); depending on experience and qualifications. 


Travel, Time & Location Requirements: C2ES operates a hybrid work environment from our main office in Arlington, Virginia (with a move expected to downtown Washington, D.C. by November 2024). Physical presence in the office is expected at least two to three days per week. Some travel might be required.
