Position Summary

The Design Engineering Manager is responsible for leading and managing multidisciplinary engineering design efforts from proposal development through project closeout. This position oversees all phases of the design process, ensuring technical excellence, quality, adherence to schedule, and compliance with applicable client, Federal, DoD, UFC, UFGS, and industry standards.

The Design Engineering Manager serves as the primary technical lead for assigned projects, coordinating internal engineering disciplines, architectural and engineering consultants, and project stakeholders throughout planning, design, procurement, construction, and commissioning. This role works closely with the Proposal, Estimating, Project Controls, and Operations teams to develop technical solutions, support Design-Build pursuits, manage design risks, and ensure successful project delivery.


Essential Responsibilities

  • Participate in site visits as requested. 
  • Serve as the Design Manager for Design-Build and Design-Bid-Build projects. 
  • Develop, monitor, and manage project design schedules, budgets, milestones, and deliverables. 
  • Coordinate and supervise outside architectural, engineering, and specialty consultants. 
  • Ensure design documents comply with applicable Federal, DoD, UFC, UFGS, IBC, ASCE, AISC, ACI, and other governing codes and standards. 
  • Provide technical leadership and engineering oversight for civil, structural, architectural, mechanical, electrical, and specialty design disciplines. 
  • Review engineering calculations, drawings, specifications, technical reports, and design analyses for completeness, quality, constructability, and compliance. 
  • Lead interdisciplinary design coordination meetings and resolve technical conflicts between disciplines. 
  • Participate in site investigations, field assessments, and design verification activities as required. 
  • Support proposal development by preparing technical narratives, design concepts, basis of design documents, and engineering approaches. 
  • Assist the Estimating team with conceptual designs, quantity development, cost estimates, and project execution planning. 
  • Support Operations with subcontractor scopes of work, technical evaluations, Requests for Information (RFIs), and engineering issue resolution during construction. 
  • Perform constructability reviews and provide recommendations to improve efficiency, quality, and cost. 
  • Identify and mitigate design risks while ensuring client requirements and project objectives are achieved. 
  • Develop and maintain project design documentation, reports, and technical deliverables. 
  • Mentor engineering staff and provide technical guidance to improve engineering capabilities throughout the organization. 
  • Support Quality Assurance/Quality Control (QA/QC) processes and participate in internal and external design reviews. 
  • Build and maintain strong relationships with clients, subcontractors, consultants, and project stakeholders. 
  • Perform other duties as assigned. 

Required Skills

  • Strong leadership skills with demonstrated experience managing multidisciplinary engineering teams. 
  • Excellent knowledge of engineering design principles and construction practices. 
  • Experience managing Design-Build project delivery. 
  • Strong understanding of Federal, DoD, USACE, NAVFAC, and AFCEC design requirements. 
  • Knowledge of UFC, UFGS, IBC, ASCE, AISC, ACI, and applicable engineering standards. 
  • Ability to review engineering calculations, drawings, specifications, and technical reports. 
  • Experience coordinating multiple engineering disciplines throughout project development. 
  • Strong project management, planning, scheduling, and organizational skills. 
  • Excellent written and verbal communication skills. 
  • Strong client relationship and stakeholder management abilities. 
  • Experience in preparing technical proposals and engineering narratives. 
  • Ability to resolve complex technical and constructability issues. 
  • Proficiency with Microsoft 365, Microsoft Project, Primavera P6, and AutoCAD. Experience with BIM/Revit is preferred. 
  • Self-starter with the ability to manage multiple projects simultaneously.
  • Experience with Design-Build, civil, and multidisciplinary projects

Education and Experience

  • Bachelor’s degree in civil/construction/ Engineering with 10 or more years of related experience
  • Minimum 3–5 years leading multidisciplinary engineering or design teams.
  • Professional Engineer (PE) license in Civil Engineering preferred.

Reporting Structure

  • Reports to the Engineering Manager
  • This position might have direct reports 
  • Responsible for direct reports, their performance, safety, and work-related welfare and behavior.

Travel

  • 0-15% travel required. 
  • This position will require occasional local, regional, and interstate travel to client offices, project sites, and other locations as assigned. Some projects may require international travel.
  • Travel frequency is subject to change based on project volume and scope. 

Physical Requirements

This position required Team Members to work in the Field and office setting. When working in the field Team Members will work around moving heavy machinery, equipment, and outside conditions that include inclement weather, heat, humidity, and cold. The noise level may be loud at times due to machinery and equipment. Must be able to move objects weighing up to 40 lbs. using abdominal and lower back muscles to provide support repetitively for 10 to 20

minute intervals without fatigue. Constant movement and use of limbs for the duration of shift. When in the office, Team Members can anticipate Sedentary work in a climate-controlled environment with moderate noise levels. Most duties performed require the use of a computer, phone, and in person, or virtual meetings. Maintain a stationary position for prolonged periods during the shift. Constant operation of computer and other office equipment such as copy machine, phone, and printer. Occasionally transport objects up to 15 lbs. such as small parcels, packages, and other items.
