Description

Westwood's District Services Team is seeking a highly organized and detail-oriented District Service Administrator / Contract Specialist to support the management and administration of special districts throughout Texas. This position serves as a key liaison between district boards, engineers, contractors, developers, consultants, and regulatory agencies, playing a central role in administering construction contracts, tracking project budgets, and supporting the day-to-day operations of Texas special districts. The ideal candidate will possess strong communication and organizational skills, experience within the engineering, construction, utility, or municipal infrastructure industry, and the ability to manage multiple priorities in a fast-paced environment.

Requirements

Duties and Responsibilities:

  • Review and process contractor pay applications for accuracy, completeness, and contract compliance.
  • Review, track, and process contractor change orders and supporting documentation.
  • Prepare construction contracts, work authorizations, bid tabulations, contractor recommendations, and related correspondence.
  • Assist with contractor procurement activities, including solicitation and bid review processes.
  • Track project budgets, contract balances, expenditures, and project schedules.
  • Support the administration of Texas special districts, including Municipal Utility Districts (MUDs), Fresh Water Supply Districts (FWSDs), Municipal Management Districts (MMDs), Tax Increment Reinvestment Zones (TIRZs), and other special-purpose districts.
  • Prepare monthly engineering and project reports for district board meetings.
  • Coordinate with attorneys, financial advisors, bookkeepers, developers, engineers, contractors, and regulatory agencies.
  • Assist with board meeting preparation, agendas, and supporting materials.
  • Prepare construction and financial documentation for annual audits and compliance reviews.
  • Maintain organized project and district records in accordance with company and district requirements.

Required Qualifications:

  • 4-7 years of experience in engineering consulting, construction management/administration, architectural consultation, contract administration, municipal infrastructure, public works, or capital improvement programs.
  • Strong understanding of construction contracts, pay applications, change orders, and project documentation and auditing.
  • Experience working with engineers, contractors, developers, municipalities, utility districts, or governmental entities.
  • Excellent written and verbal communication skills.
  • Strong organizational, time-management, and document-control abilities.
  • High attention to detail and ability to manage multiple concurrent assignments.
  • Proficiency with Microsoft Excel, Word, and Outlook.

Preferred Qualifications:

  • Experience supporting Texas special districts, municipalities, utility providers, or local governments.
  • Familiarity with municipal utility district operations, public infrastructure projects, audit support, and project budgeting.

  • Scope, Budget & Fee Management: Manages project budgets with discipline, tracking financial performance and addressing scope changes proactively.
  • Quality Assurance & Control: Takes ownership of deliverable accuracy and completeness through disciplined review processes and adherence to Westwood's QA/QC standards.
  • Subconsultant & Team Coordination: Coordinates effectively with subconsultants, contractors, and agencies to produce integrated, conflict-free deliverables.
  • Permitting & Regulatory Navigation: Navigates zoning, land use, and permitting processes efficiently to maintain project momentum and minimize delays.
  • Communication & Presentation: Communicates clearly in written, verbal, and visual formats — translating technical content effectively for any audience.
  • Collaboration & Teamwork: Works generously and constructively with colleagues across disciplines, offices, and organizations to achieve shared goals.
  • Problem Solving & Decision Making: Approaches complex problems analytically, balances competing priorities, and makes sound, timely decisions under uncertainty.
  • Professionalism & Ethics: Upholds the highest standards of integrity, professional conduct, and ethical behavior in all client and colleague interactions.
