Strategic Procurement Representative

THE POSITION 

Under the direction of the Director of Yield Management, the Strategic Procurement Representative is responsible for strategically sourcing, developing, negotiating with and retaining carrier partners to support new and existing business. Working from Evans’ existing carrier network, customer lane requirements and network fit, this role determines where to leverage established carrier relationships and where to source and develop additional capacity. The position has heightened responsibility for price discovery, contract negotiation, RFP support, routing guide development and overall execution of customer freight. The Strategic Procurement Representative requires strong communication, relationship-building, analytical and problem-solving skills, both internally and externally.


ROLES AND RESPONSIBILITIES

· Perform all other duties as assigned, including special projects and cross-training in other departments.


· Adhere to Evans’ Five Guiding Principles, policies, procedures and Employee Handbook.


· Identify opportunities to improve processes, efficiencies and carrier selection strategies that strengthen network performance and support new and existing business.


· Use outbound calling, relationship development and strong communication to represent Evans professionally and build long-term carrier partnerships rather than relying solely on transactional or one-time coverage.


· Use Evans’ technology platforms to document carrier activity, support automation and improve carrier selection, network execution and customer experience.


· Build strong partnerships with Account Management, Pricing, Yield Management, Carrier Procurement and other internal leaders to understand customer requirements and deliver on network commitments.


· Study market trends, seasonality, capacity shifts and lane-level conditions to anticipate network needs and identify opportunities for additional carrier coverage.


· Handle and escalate carrier-facing issues by identifying the root cause, determining the appropriate course of action and implementing solutions.


· Monitor the performance of developed carriers and take corrective action on service issues, including on-time performance, technology tracking compliance and claims.


· Supply Pricing with carrier-backed rates for RFPs, spot quotes and unique requests, including truck-in-hand rates for RFP lanes.


· Partner with Carrier Procurement to leverage existing carrier relationships, develop new relationships and ensure clear ownership and handoff of developed carriers.


· Build and maintain customer-specific routing guides with primary and backup carriers aligned to customer requirements, lane needs and network strategy.


· Discover pricing and negotiate rates and contract terms that balance cost, service and carrier commitment, using market data and carrier relationships to support competitive buy rates.


· Develop carriers from first contact to dependable long-term partners, advancing them through defined stages in Carrier Source (Prospect, Qualified, Test Drive and Relationship Managed) and supporting carrier retention.


· Source and qualify new carrier partners where existing coverage does not fit through outbound outreach, carrier tools and market resources, evaluating safety, equipment, lane fit, service history and capacity.


· Match customer lanes and RFP requirements to the strengths of Evans’ existing carrier network, using Carrier Procurement relationships and customer knowledge to determine where to leverage current carriers and where to add capacity.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

Education: N/A

Experience / Training: Strong ability to persuade, motivate, negotiate and influence others. Ability to build and maintain strong carrier relationships and communicate effectively with internal and external partners. Driven, enthusiastic and highly motivated, with the ability to work independently, prioritize competing demands and thrive under deadlines. Strong organizational, analytical, problem-solving and critical-thinking skills. High attention to detail and ability to multi-task. Ability to read, write, type and speak English fluently.

Licenses / Certifications: N/A

Technology / Equipment: Experience with Microsoft Office, especially Excel and Outlook. Ability to learn and effectively use transportation technology platforms, carrier sourcing tools and related market resources.


PREFERRED QUALIFICATIONS AND REQUIREMENTS

Education: Bachelor’s degree preferred.

Experience / Training: 1+ year of related transportation, freight brokerage, carrier procurement, strategic sourcing, sales or logistics experience preferred. Experience with carrier relationship development, contract negotiation, RFPs, pricing or transportation procurement preferred.

Licenses / Certifications: N/A

Technology / Equipment: Experience with a Transportation Management System (TMS), Carrier Source, DAT or similar transportation market/pricing tools preferred.
