Description


We are actively recruiting for a Deposit Compliance Officer (AVP or VP, based on experience), and can be based in either our Santa Rosa or Walnut Creek office.

  

Summary


AVP Deposit Compliance Officer:

The AVP, Deposit Compliance Officer serves as the Bank’s subject matter expert in consumer protection, branch banking, digital banking, and deposit operations. This role ensures compliance with applicable federal and state banking laws, rules, and regulations, and supports the Bank’s regulatory change management programs. This position performs second-line compliance monitoring and testing efforts, support regulatory change management, and collaborate across departments to strengthen our compliance framework. This position also participates in internal committees, audits, and examinations. This position requires that the individual work in office, independently, and with minimal supervision.


Ensures compliance within all Bank policies and procedures, as well as all applicable state and federal banking regulations.

Essential Duties and Responsibilities:


AVP Deposit Compliance Officer:

  • Act as the Bank’s subject matter expert for consumer protection laws, branch and digital banking, deposit operations, and payment regulations
  • Coordinate identification and implementation of regulatory changes through the Bank’s regulatory change management process
  • Liaise with Branch Banking, Branch Operations, and Central Operations senior leadership to ensure proper implementation of compliance policies
  • Conduct compliance monitoring and testing to ensure adherence to laws, regulations, and internal policies
  • Interface with various departments to gather process and control information for developing testing work papers, including scope definition, testing scripts, and transaction testing
  • Prepare and distribute compliance testing and monitoring reports to senior management and the Board of Directors
  • Follow up with business units to ensure timely resolution or escalation of identified issues.
  • Develop and maintain reports detailing deposit and general banking compliance issues for senior management and/or the Board
  • Review and support investigations of deposit-related complaints requiring subject matter expertise
  • Coordinate and assist with independent, state, and federal regulatory examinations and audits
  • Ensure compliance with all applicable reporting and recordkeeping requirements
  • Support other compliance-related initiatives as directed by the Head of Compliance
  • Complete a minimum of 10 hours of CRA volunteer service annually (compensable time; mileage reimbursed)
  • Minimum of 10 hours CRA volunteer hours per year. Volunteer hours are typically scheduled within business hours. This is compensable time and mileage is reimbursed.
  • Other duties as assigned

VP Deposit Compliance Officer:

  • Acts as the Bank’s subject matter expert as it relates to the consumer protection, branch banking, digital banking and payments laws, rules, and regulations
  • Conducts research on established consumer protection, branch banking, digital banking and payments laws, rules, and regulations to ensure non-violation of federal laws and to stay abreast of public interest and consumer protections laws
  • Coordinates the identification, implementation and adjustment of new regulations passed by state or federal government bodies as part of the established regulatory change management process
  • Develops and/or evaluates, and maintains Deposit and Branch Banking compliance policies and procedures to ensure they are aligned with regulations 
  • Develops, maintains, and submits reports to the Senior Management and/or the Board of Directors detailing deposit and general banking compliance issues
  • Reviews marketing collateral and disclosures to ensure compliance with applicable regulations
  • Coordinates the investigation in response to customer complaints, or complaints of policy or procedural violation as part of the Bank’s Complaint Management Program
  • Liaise with Branch Banking and Central Operations Senior Management to ensure proper implementation of established compliance policies
  • Trains bank staff and Directors with regard to applicable regulatory requirements
  • Performs routine monitoring to ensure adherence and compliance with regulations, laws, policies and procedures. Communicates the results of monitoring to Senior Management and, if necessary, the Board of Directors. Follow-up to ensure issues are addressed and/or escalated as needed
  • Coordinates and assists in the administration of independent, state, and federal regulator and auditor examinations and reviews
  • Ensures compliance with all applicable reporting and recordkeeping requirements
  • Assists in various other compliance related areas at the direction of the Bank’s Head of Compliance
  • Minimum of 10 hours CRA volunteer hours per year. Volunteer hours are typically scheduled within business hours. This is compensable time and mileage is reimbursed.

Qualifications:


AVP Deposit Compliance Officer:

  • A minimum of 5-6 years of experience in banking compliance, with a focus on deposit operations and consumer protection. 
  • Strong knowledge of federal and state banking regulations (e.g., Reg E, Reg DD, BSA/AML, UDAAP). 
  • CRCM certification preferred.
  • Experience working in a fast-paced and dynamic environment.
  • Ability to work independently and collaboratively across departments.
  • Ability to read and understand technical and legal language.
  • Excellent communication, analytical, and organizational skills.
  • Detail-oriented with strong research skills.
  • Confidentiality and sound business judgment.
  • Proficiency using MS Office Suite, CORE banking systems, and GRC tools.
  • Ability to multi-task in a fast-paced environment

VP Deposit Compliance Officer:

  • A minimum of 5-8 years of experience related to deposit, consumer, digital banking and payment laws, rules, and regulations
  • Proven ability to effectively train and instruct others in deposit compliance
  • CRCM certification preferred
  • Experience working in a fast-paced and dynamic environment
  • Ability to read and understand technical and legal language
  • Self-motivated with strong organizational skills
  • Strong critical thinking and problem-solving skills
  • Excellent oral and written communication
  • Detail-oriented with strong research skills
  • Confidentiality and sound business judgment
  • Proficiency using MS Office Suite and banking operations software, including GRC software
  • Ability to multi-task in a fast-paced environment

Supervisory Responsibilities (Applicable to AVP and VP): These roles do not currently have any supervisory responsibilities, although that may change in the future.

The incumbent in the course of performing this position frequently spends time writing, typing, speaking, listening, operating basic business equipment, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, walking, standing, reading documents or instruments, detailed work, problem solving, client contact, reasoning, math, language, presentations, verbal and written communication, analytical reasoning, stress, multiple concurrent tasks, and constant interruptions. The incumbent for this position will occasionally lift up to 15 pounds, pull, squat, kneel and reach. The incumbent is in a non-confined office-type setting in which he or she is free to move about at will. The work environment is typically quiet to a moderate noise level.
