Purpose: The Community & Behavioral Services (CBS) Lead Clinician is responsible for supervisory oversight and clinical management of participant needs in the CBS Healing Center. The Incumbent will manage caseloads to address behavioral services around treatment for substance use disorders and mental health issues. The Lead Clinician will provide culturally responsive and compassionate therapeutic services to assist in the mental, emotional, and social well-being of Tribal citizens, families, and communities. This role ensures the delivery of high-quality, evidence-based mental health and substance use services to clients across the lifespan. The Lead Clinician plays a key role in maintaining clinical standards, coordinating care, supporting staff development, and promoting a culture of continuous improvement and trauma-informed practice.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
· Provide clinical and administrative supervision to licensed and unlicensed direct-care providers in the Healing Center including therapists, case managers, behavioral health aides, peer support workers, and interns. Clinical supervisory duties may also include ancillary supervision of or consultation with direct-care staff from other programs.
· Review, approve, and sign, when relevant, each staff members’ clinical documentation to ensure compliance with agency policies, and all legal and accreditation standards.
· Monitor staff caseloads and productivity.
· Facilitate and document weekly individual and team consultation/supervision sessions.
· Assist clinical staff with decision making, as needed, and be secondary point-of-contact supporting staff in client matters, when necessary.
· Lead the hiring, onboarding, and training of clinical team members.
· Promote a culture of learning, collaboration, and self-care within the team.
· Identify training needs and facilitate or coordinate staff development opportunities.
· Mentor clinical staff in professional growth, licensure preparation, and performance improvement.
· Support the integration of best practices, including culturally responsive treatment, trauma-informed care, evidence-based practices, and recovery-oriented approaches.
· Ensure that all clinical activities adhere to ethical guidelines, HIPAA regulations, and local, state, federal and accreditation requirements.
· Ensure proper staffing patterns with daily available on-call staff during operating hours.
· Timely completion of quarterly chart-reviews of clinical files and annual competency assessments and performance reviews for each provider supervised.
· Carry a reduced caseload that is reflective of administrative responsibilities, providing culturally responsive and trauma-informed clinical services (individual, group, family therapy).
· Engage in crisis intervention, risk assessment, and safety planning when necessary.
· Ensure complete, timely, and compliant documentation of participant case files.
· Complete and assist staff in completing integrated assessments with treatment recommendations and DSM Diagnoses.
· Monitor service delivery and client outcomes to ensure quality and effectiveness, including continuous evaluation around the effectiveness of treatment for participants on staff caseloads.
· Participate in quality improvement team meetings.
· Acquire ongoing continuing education (CEU’s) to maintain professional licensure
· Participate in providing presentations or training on mental wellness, culturally responsive practices, Healing Center services, trauma-informed care, etc.
· Participate in community engagement events and activities.

· Ability to design, develop and implement curriculums and interventions that are relevant both culturally and therapeutically to Alaska Native/American Indians
· Knowledge of community needs and resources
· Knowledge of Federal Indian Child Welfare Act (Public Law 95-608) and its significance, history, and implementation
· Ability to educate and advocate for children, youth, adults, and families
· Ability to be self-directed in problem solving and decision making
· Ability to work collaboratively with professionals at all levels to achieve established goals and improve quality outcomes
· Strong adherence to privacy regulations, maintaining confidentiality of participants
Minimum Qualifications (education, experience, skills):
· Master’s Degree in Social Work, Counseling, Psychology, or related field
· State of Alaska Clinical Licensure in Social Work, Counseling, Psychology, or related field
· Qualified Addiction Professional (QAP) Certification (or active pursuit of qualification)
· Five (5) years of experience providing clinical counseling services, including at least three (3) years of experience with an independent unrestricted clinical license
· Two (2) years of supervisory experience
· Must be 21 years of age with a Valid Driver License
Preferred Qualifications (education, experience, skills):
· Knowledge of the Tlingit and Haida cultures and traditions
· Five (5) years of supervisory experience
· Five (5) years of clinical experience providing culturally responsive counseling services to Alaska Native/American Indians
