E&M Technologies, Inc. is currently seeking a SharePoint Knowledge Manager(Req Analysis) to join our team in Fort Meade, MD in support of the Unites States Army Intelligence and Security Command (INSCOM). INSCOM executes mission command of operational intelligence and security forces; conducts, synchronizes, and integrates worldwide multi-discipline and all-source intelligence and security operations; and delivers linguist support and intelligence related advanced skills training, acquisition support, logistics, communications and other specialized capabilities in support of Army, Joint, and Coalition commands and the U.S. Intelligence Community.
Job Responsibilities:
- Assists aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
- Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
- Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and tasking’s.
- Disseminates intelligence products across separate networks and portals.
- Applies requirement management methodologies and best practices to assist in developing or reengineering processes in order to better align them with organization mission needs and priorities.
- Develops information system requirements supporting mission requirements, which fit with DoD and U.S. Intelligence Community system architecture standards.
- Captures or updates user and functional system requirements via user interviews, system reviews, and process assessments.
- Supports the creation of logical data models based on functional requirements.
- Develops use cases for new applications and assesses detail systems factors, including input and output requirements, information flow, hardware and software requirements, and reliability characteristics.
- Interfaces with users to define problems, determine system data availability, validate requirements, and resolve system design issues.
- Demonstrates the ability to work with moderate supervision and as part of a knowledge management (KM) team.
- Coordinates and participates in all related KM meetings and activities.
- Maintains and updates requirements documentation to include information stored in various data repositories.
- Documents Operating Instructions (OIs) for Command wide programs and initiatives as assigned by the Government.
- Additional Duties as Knowledge Manager include:
- Administrative management and tracking of Government Laptops, CAC Readers, & peripherals for USCYB J2 Employees under the oversight of the Accountable Property Officer (APO) and in conjunction with USCYB Government Leaders approval.
- Transportation of Government Laptops locally in NCR for security compliance and system updates
- Data Transfer administration for Cross Domain Activities Low to High & High to Low & Secret.
- Ensuring Data Transfer information is logged appropriately
- Providing digital documentation to end-user associated with Cross Domain Data Transfer
Minimum Qualifications:
- Master’s degree and a minimum 12 years of experience with at least a portion of the experience within the last 2 years; or have Bachelor’s degree and 14 years of experience with at least a portion of the experience within the last 2 years as a knowledge manager supporting military intelligence or cyberspace operations
- Must be a U.S. Citizen.
- Must have and be capable of maintaining a U.S. Department of Defense (DoD) Top Secret/SCI with CI Poly security clearance.
Preferred Qualifications:
- Experience supporting joint operational planning
- Experience with red teaming
- Experience participating in and effectively contributing to a highly collaborative team environment.
- Demonstrated ability to be innovative and to work independently.
- Strong verbal and written communication skills.
- Experience with Microsoft Office Suite (e.g., Word, Excel, PowerPoint, etc.)
