Location
Crystal City, VA - On-site/Hybrid
Responsibilities
- Lead the day-to-day coordination and execution of a cross-functional Agile team of approximately 8–12 developers, testers, analysts, and other technical contributors supporting PeopleSoft HCM implementation.
- Partner closely with Product Owners and business stakeholders to understand business needs, clarify priorities, capture requirements, and translate desired outcomes into actionable features, user stories, acceptance criteria, and supporting documentation.
- Facilitate requirements elicitation sessions, stakeholder interviews, process walkthroughs, working sessions, and refinement activities to identify functional needs, business rules, dependencies, assumptions, and constraints.
- Maintain and refine the team backlog in Azure DevOps (ADO), ensuring work items are well-defined, appropriately prioritized, traceable, estimated, and ready for development and testing.
- Coordinate team execution across the SAFe delivery lifecycle, including PI Planning, iteration planning, backlog refinement, daily team coordination, system demonstrations, retrospectives, and Inspect & Adapt activities.
- Help the team plan and execute within approximately three-month Program Increments (PIs), including preparation of objectives, identification of dependencies and risks, tracking of commitments, and adjustment of plans as priorities evolve.
- Coordinate with Product Owners, Release Management, testing, infrastructure, integration, and other Agile teams to identify and resolve cross-team dependencies, sequencing needs, environment constraints, and delivery risks.
- Work with developers and QA staff throughout implementation to answer requirement questions, clarify expected behavior, support defect triage, and ensure delivered functionality aligns with approved business needs and acceptance criteria.
- Monitor team progress, blockers, risks, and commitments using ADO boards, queries, dashboards, and delivery metrics; communicate status clearly to Product Owners, stakeholders, and program leadership.
- Promote disciplined Agile practices, transparency, accountability, collaboration, and continuous improvement while helping the team maintain focus on business value and completion of committed work.
- Document current and future-state business processes, functional requirements, workflows, decision rules, interfaces, data needs, and other artifacts needed to support implementation and sustainment.
- Support release readiness, demonstrations, user acceptance activities, production validation, and post-release follow-up for functionality delivered by the team.
- Coach team members on effective use of Agile practices and ADO while escalating impediments or organizational issues that require support beyond the team.
- Other duties as assigned.
- Must be a U.S. Citizen and possess an active Secret security clearance.
- Bachelor's degree in Information Systems, Computer Science, Business, Engineering, or a related field; equivalent relevant experience may be considered.
- 5+ years of experience in business analysis, Agile software delivery, product delivery, or enterprise application implementation, including experience coordinating or leading a cross-functional Agile team.
- Strong hands-on experience eliciting, analyzing, documenting, and refining business and functional requirements for complex enterprise applications.
- Experience creating and managing features, user stories, acceptance criteria, tasks, defects, dependencies, and traceability within Azure DevOps (ADO) or a comparable Agile lifecycle management tool.
- Working knowledge of SAFe or other scaled Agile delivery practices, including PI Planning, Program Increments, iteration execution, backlog refinement, demonstrations, retrospectives, and dependency management.
- Ability to facilitate productive discussions among Product Owners, business stakeholders, developers, testers, and technical teams and convert complex discussions into clear decisions and actionable work.
- Strong analytical, organizational, written, and verbal communication skills with the ability to manage multiple priorities and maintain delivery focus in a complex environment.
Desired Skills
- Experience supporting PeopleSoft HCM or another large-scale ERP or enterprise business application, including understanding of application workflows, integrations, security, batch processes, and release dependencies.
- Experience serving as a Team Lead, Business Analyst, Scrum Master, iteration lead, or similar delivery role for a software development team.
- Hands-on experience using Azure DevOps Boards, queries, dashboards, backlogs, sprint/iteration views, and reporting to support Agile delivery and stakeholder visibility.
- Experience working in a SAFe environment with multiple Agile Release Trains (ARTs), shared services, cross-team dependencies, and coordinated Program Increment execution.
- Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), SAFe Agilist, SAFe Product Owner/Product Manager, or other relevant Agile/SAFe certification is a plus.
- Experience with business process modeling, requirements traceability, functional design documentation, user acceptance testing, defect triage, and release readiness activities.
