Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities – people with low or no income, low-income people with chronic illnesses, people with criminal justice involvement, people who use drugs, domestic violence survivors, people of color, and the LGBTQ community.
POSITION SUMMARY:
The Heroin Overdose Prevention Education (HOPE) program provides an opportunity for individuals involved with the criminal justice system who are charged with an offense and exhibit substance use to access care and treatment. The long-term goal of the program is to support participants in managing their lives in the community and prevent future arrests and returns to incarceration.
The Counseling Coordinator is a key member of the Justice Initiatives team, serving as the lead for HOPE while also supporting ATI through substance use assessments, individual counseling, crisis intervention, treatment planning, recovery support, and supervision of a small team of case managers. This role works closely with other members of the Justice Initiatives management team, including the Senior Director of Justice Initiatives and the Coordinator of Justice & Recovery, as well as court personnel, case managers, Senior Peer Mentors, and community partners to deliver responsive, participant-centered services that promote engagement, stability, and long-term success.
DUTIES & RESPONSIBILITIES
- Conduct comprehensive substance use disorder screenings, assessments, and evaluations for individuals referred through the Richmond County District Attorney’s Office, courthouse engagements, ATI referrals, and community-based referrals
- Develop individualized action plans and treatment recommendations using trauma-informed and person-centered approaches
- Provide individual counseling sessions and, as appropriate, group counseling using evidence-based interventions focused on substance use, relapse prevention, and recovery support
- Facilitate recovery-oriented skill building and psychoeducational group activities
- Provide crisis intervention and de-escalation support to program participants as needed
- Conduct follow-up and aftercare calls to support sustained engagement and recovery
- Coordinate referrals and linkages to treatment, ancillary, and supportive services
- Coordinate referrals and linkages to treatment, ancillary, and supportive services, while monitoring follow-through on referrals made by assigned case managers
- Participate in weekly case review meetings with court partners and other external stakeholders for HOPE and ATI, and provide case consultation, guidance, and follow-up direction to assigned case managers
- Serve as the lead for HOPE while supervising a small team of case managers who provide counseling support, service coordination, and participant engagement services across HOPE and ATI
- Complete and review required program documentation accurately and in a timely manner using Salesforce and other approved systems

- Credentialed Alcoholism and Substance Abuse Counselor (CASAC) required. Candidates actively working toward their Full CASAC (CASAC-T) with at least three years of experience supporting individuals with substance use needs will also be considered
- High school diploma or equivalency required, associate or bachelor’s degree in human services, social work, counseling, or a related field preferred
- Experience providing counseling, recovery support, program coordination, or case management services to individuals with substance use disorders
- Experience working with justice-involved populations strongly preferred; prior experience providing supervision, coaching, or case consultation to direct service staff preferred
- Familiarity with harm reduction, trauma-informed care, and motivational interviewing practices
- Strong written, verbal, and interpersonal communication skills
- Ability to work independently and collaboratively in a fast-paced, multidisciplinary environment
- Proficiency with Microsoft Office and electronic documentation systems
- Bilingual Spanish preferred

The pay range for this role is generally $55,000–$60,000 annually, commensurate with relevant experience and qualifications and in alignment with internal equity.
