Description

The Human Resources Specialist administers the Company and its Subsidiaries’ human resources programs; including the responsibility for ensuring accurate and timely processing of payroll, reporting and managing time and attendance system. Administer and maintain benefit programs, including medical, dental, vision, life insurance, leave of absence and continuing education reimbursements. Engage with staff, management and vendors. Prepare reports, correspondence and all other communications utilizing a broad range of software/data and computer applications.

  

The following duties will be performed daily, weekly, monthly, or as needed:

Payroll Administration

  1. Prepare and      process payroll by reviewing timecards, payroll data, employee changes,      deductions, and benefit information to ensure accuracy prior to approval.
  2. Investigate      and resolve payroll discrepancies, errors, and adjustments, including wage      deductions, garnishments, deposits, PTO, holiday pay, insurance      deductions, and other payroll-related items.
  3. Process      employee payroll changes, including direct deposits, W-4s, salary and      benefit changes, and other HRIS updates.
  4. Process      special payrolls, including annual bonuses and year-end adjustments.
  5. Review and      approve Continuing Education reimbursement requests.
  6. Maintain      accurate payroll records and confidential personnel files, including      required documentation following each payroll.
  7. Provide      employees, managers, and supervisors with guidance regarding payroll,      deductions, garnishments, and related HR matters.
  8. Develop and      maintain payroll policies and procedures that promote data integrity,      efficiency, and compliance.
  9. Manage      annual W-2 and ACA compliance and maintain required records.
  10. Maintain      current knowledge of regulatory changes affecting payroll.

Benefits & Employee Programs

  1. Administer      employee benefits, including new enrollments, changes, terminations, open      enrollment, benefits orientation, and distribution of required plan      information.
  2. Coordinate      with insurance carriers, payroll, employees, and Accounting to resolve      eligibility, enrollment, billing, and reconciliation issues.
  3. Administer      leaves of absence and maintain required documentation, including FMLA,      medical documentation, jury duty, and other applicable records.
  4. Maintain      accurate benefit enrollment, change, and termination records and assist      with benefits-related audits.
  5. Administer      employee recognition programs, including Years of Service, Employee      Anniversary, Bonus, and Continuing Education programs, and ensure      applicable dates are accurately recorded in the payroll system.
  6. Assist      employees, managers, and supervisors with the interpretation of HR      policies and procedures, performance standards, and performance      evaluations.
  7. Prepare and      distribute communications regarding employee benefits, compensation,      personnel policies, and other HR programs.

HR Reporting & Compliance

  1. Prepare      monthly and quarterly HR metrics related to payroll and benefits.
  2. Manage      monthly ACA reporting requirements within the HRIS.
  3. Assist with      monthly, quarterly, and annual audits and other compliance activities.
  4. Perform      other related Human Resources duties as assigned.

SUPERVISORY RESPONSIBILITIES

None.

WORKING CONDITIONS AND ENVIRONMENT

This position requires sustained concentration, attention to detail, confidentiality, and the ability to manage changing priorities, particularly when processing payroll, administering benefits, maintaining HRIS records, and handling sensitive employee information.

Flexibility to work weekends, evenings, and holidays may be required based on business operations.

QUALIFICATIONS & EDUCATION

 Education:
Associate Degree in Finance, Accounting or other related field of study. In lieu of degree, at least three (3) years of proven human resources experience is acceptable.

Certified Payroll Professional and participation in professional societies.

Years of experience:
At least three (3) years of experience in Human Resources to include: administrating/processing payroll, benefits administration and reconciling deductions.
Healthcare related experience preferred.

Essential qualifications and skills:

• Must be bilingual English & Spanish

• Excellent written/verbal communication skills.

• Solid ability to handle confidential information appropriately and with integrity.

• Strong team and individual skills.

• Proficiency and working knowledge of computer programs, payroll and HRIS Systems.

• Knowledge of applicable employment laws, especially those pertaining to compensation and benefits, tax regulations and reporting requirements (COBRA, ACA, HIPAA, FMLA, ADA, ERISA, etc.)

• Must exhibit strong organizational, interpersonal skills, attention to detail and time management.

• Excellent analytical, judgment and decision-making skills with the ability to adapt to change.

• Ability to multi-task in fast-paced environment.
